48 Countries Worldwide Joined Biggest Global Alliance Against Child Sexual Abuse Online

Cyber bullying, online child sexual abuse has became one of the biggest threat and challenge for the society. Several security report are pointing out that the number of cyber bully is increasing every day. There are daily reminders about those risks, whether it's the tragic fate of Amanda Todd, bullied into suicide. To get rid of these burning issues European Union (EU) Commissioner for Home Affairs Cecilia Malmström together with US Attorney General Eric Holder launched a Global Alliance against Child Sexual Abuse Online. In this campaign Forty-eight countries have joined forces to launch the most expansive fight ever against the spread of online child sex abuse. According to current estimates, there are more than one million images of sexually abused and exploited children now online. Every year, that number grows by 50,000 new images, according to the United Nations Office on Drugs and Crime (UNODC). Participants at the launch include Ministers and high-level officials from 27 EU Member States, who are also joined by 21 countries outside the EU (Albania, Australia, Cambodia, Croatia, Georgia, Ghana, Japan, Moldova, Montenegro, New Zealand, Nigeria, Norway, the Philippines, Serbia, Republic of Korea, Switzerland, Thailand, Turkey, Ukraine, United States of America, and Vietnam). The countries of the alliance are committing themselves to a number of policy targets and goals. Thanks to increased international cooperation, the fight against child sexual abuse online will therefore be more effective.
"Behind every child abuse image is an abused child, an exploited and helpless victim. When these images are circulated online, they can live on forever. Our responsibility is to protect children wherever they live and to bring criminals to justice wherever they operate. The only way to achieve this is to team up for more intensive and better coordinated action worldwide", said Commissioner for Home Affairs Cecilia Malmström.
“This international initiative will strengthen our mutual resources to bring more perpetrators to justice, identify more victims of child sexual abuse, and ensure that they receive our help and support,” said Attorney General Holder. “Through this global alliance we can build on the success of previous cross-border police operations that have dismantled international pedophile networks and safeguard more of the world’s children.” 

The participants of this campaign put out this list of goals for the new initiative, which has been dubbed the Global Alliance Against Child Sexual Abuse Online, in a press release:-

  • Enhance efforts to identify victims and ensure that they receive the necessary assistance, support and protection;
  • Enhance efforts to investigate cases of child sexual abuse online and to identify and prosecute offenders;
  • Increase children's awareness of online risks, including the self-production of images and "grooming" methods used by paedophiles;
  • Reduce the availability of child abuse material online and the re-victimization of children;
  • Establish dedicated law enforcement units for these crimes in all countries;
  • Make it easier to initiate joint cross-border police investigations;
  • Intensify co-operation with hotline services, where the public can report findings of online child pornography; and
  • Ensure that the Interpol international database of child abuse material grows by 10 percent annually.

Computer scientists at the U.S. Defense Advanced Research Projects Agency (DARPA) in Arlington, released a formal solicitation (DARPA-BAA-12-21) to industry for the agency's High-Assurance Cyber Military Systems (HACMS) program to safeguard civil and military embedded systems in vehicle electronics from hackers, computer viruses, and other cyber malware. Earlier in the week, DARPA conducted its first industry briefings on the HACMS military cyber security program, which aims to develop a set of publicly available tools to help build embedded computing for high-assurance military vehicles with onboard networked military embedded systems that are able to resist efforts by hackers to attack and damage vetronics computers remotely while hiding the effects from monitors. Although the HACMS program initially aims at embedded computing systems on military vehicles, DARPA officials say the tools and techniques the program develops may be applicable to other kinds of embedded systems, which in some circles are referred to as "cyber-physical" systems.
Networked, embedded systems are vulnerable to remote attack, DARPA officials point out. Exploits have resulted in the theft of water (Gignac Canal System in France), the release of raw sewage (Maroochy Shire Sewage plant in Australia), the delivery of incorrect dosages of insulin, printers catching on fire, interference with a Landsat-7 earth observation satellite, and computer viruses infecting the ground-control systems of the Predator and Reaper unmanned aerial vehicles (UAVs), DARPA officials say. The HACMS program aims to integrate publicly available tools into a high-assurance software workbench, which will be widely distributed to commercial and defense software developers. HACMS will use these tools to generate an open-source, high-assurance operating system and control system, and then use these components to build high-assurance military vehicles that are invulnerable to hacker attack.
Developing this kind of cyber security technology for military vehicles will require a fundamentally different approach from what the software community has done so far, DARPA officials explain. HACMS seeks to enable semi-automated code synthesis from executable, formal specifications, as well as produce machine-checkable proof that the code is secure. HACMS has five parts: synthesizer, formal specifications, verified libraries, proven code, and diagnostic information. Key HACMS technologies will include interactive software synthesis systems, verification tools such as theorem provers and model checkers, and specification languages. DARPA officials say they anticipate making several awards for the program.

We all know that App Center makes it easier for people around the world to discover the best apps and games for them, wherever they are. Last month this social networking giant had launched its App Center in the U.S. According to Facebook software engineer Drew Hoskins - “The App Center is now available to everyone in the U.S., Australia, Canada, India, Ireland, New Zealand, South Africa, and the U.K.” In addition, Facebook said that it will be launching App Center to users in Brazil, France, Germany, Russia, Spain, Taiwan, and Turkey in the coming weeks. The launch is part of a plan to expand its reach to a large number of Facebook users, with 80 per cent residing outside the U.S. and Canada. The users can access new App Center icon located on the left side of the home page on Facebook.com recommending apps to users based on their interests. Additionally, the service is also available on Apple and Android mobile devices.

Security flaw in Skype for Mac fixed


A security flaw in Skype for Mac that could enable a user to gain remote control of a Mac computer running the software has been fixed, says Skype, but users should make sure they have the latest version to ensure total protection.
Attention all Mac owners who use Skype. A flaw has been identified in Skype 5 that enables an attacker to gain remote control of a Mac computer running the software.
Gordon Maddern, a member of a group of ethical hackers based in Australia that goes by the name of Pure Hacking, wrote in a blog post on Friday that he had identified the security flaw last month. “The long and the short of it is that an attacker needs only to send a victim a message and they can gain remote control of the victim’s Mac,” Maddern said.
Describing the flaw as “extremely wormable and dangerous,” Maddern contacted Skype to inform them of the issue and heard nothing back – until today. A short time after his post appeared on Pure Hacking’s blog, Skype posted a response on its own website in order to reassure users.
Adrian Asher, Skype‘s chief information security officer, confirmed that the company was indeed contacted by Maddern last month. Asher explained in the post that the issue was “related to a situation when a malicious contact would send a specifically crafted message that could cause Skype for Mac to crash. Note, this message would have to come from someone already in your Skype Contact List, as Skype’s default privacy settings will not let you receive messages from people that you have not already authorized.”
In the post, Asher claims that they were already working on a fix when they heard from Pure Hacking, and as a result the Luxembourg-based company issued a hotfix (Skype for Mac version 5.1.0.922) on April 14. This update, however, was not pushed to Skype users “as there were no reports of this vulnerability being exploited in the wild.”
Asher goes on to announce that a new update, which will include the hotfix along with a number of other bug fixes, will be sent out next week. This update, however, will prompt users to install it. Asher’s post ends by recommending that users make sure they are running the latest version of Skype (with the April 14 fix). Mac users can check now by clicking here. Skype users with Windows and Linux are not susceptible to the vulnerability.
Founded in 2003, the company’s hugely popular VoIP application can have around 23 million users logged in and chatting at any one time. Recent reports have suggested that the company is in talks with both Google and Facebook regarding a possible joint venture or acquisition.

Microsoft Patches Windows Phone Against Comodo Hack


Microsoft is rolling out updates to devices and platforms, including Windows Phone 7, affected by the fraudulent SSL certificates issued by Comodo. It is nice to see Microsoft both willing and able to get updates out to its phone platform in a timely manner. After the delays of the February 2011 update and the March NoDo update, people were beginning to wonder.
Just this week Microsoft started rolling out NoDo to the HTC Surround on AT&T and to customers of Optus in Australia. Telestra customers are in the "scheduling" phase which means they should get the update in a few days. NoDo was released in March, so for some this is coming six weeks late. 
As a result of being forced to wait by some carriers that didn't take their customers' desire for copy and paste seriously, some people took a shortcut. There was a hack (by the same people that gave us Chevron7) that would download the update directly from Microsoft, bypassing the carrier entirely. Microsoft warned that this wasn't a smart thing to do. The consequences of this rogue update process may leave the phone in an unpredictable state and prevent further updates. Turns out Microsoft was right.
The Comodo issue involved mail.google.com, login.live.com, login.skype.com, www.google.com, and five other popular sites. While Comodo has added the bad certificates to its certificate revocation list, Microsoft decided to patch Windows Phone 7 as well as most of its supported desktop platforms. Windows Mobile 6.x, the Kin, and all Zune devices are affected as well, but no word yet on whether or not they will get updated. 
As Microsoft began releasing the new update, dubbed 7392, it discovered that phones that had the Chevron7/NoDo hack wouldn't take the update. Their response? "We told you so" about sums it up. Honestly, I see no other reasonable response for Microsoft to make. Why should they spend any resources customizing an update to work on a device that has been hacked and configured in an unexpected way?
That said, the creators of Chevron7 developed another fix to undo the mess they made and Microsoft worked with them to verify it put the devices back the way they were so 7392, and presumably future updates, would take.

Also the hacker collective group vows to publish those online. This cyber attack on AAPT comes just days after Australian arm of the group claimed responsibility for bringing down 10 government websites and warned that it will continue the attacks on ".gov.au" sites until plans to force ISPs to store user data and make it further available to security services are shelved. This hack comes as the second stage of a campaign against new surveillance and data retention laws that would force ISPs (Internet Service Providers) to store user data and make it available to intelligence agencies for up to two years. A formal statement purporting to be from the CEO of AAPT has appeared on PasteBin says:-

IT WAS BROUGHT TO OUR ATTENTION BY OUR SERVICE PROVIDER, MELBOURNE IT, AT APPROXIMATELY 9.30PM LAST NIGHT THAT THERE HAD BEEN A SECURITY INCIDENT AND UNAUTHORISED ACCESS TO SOME AAPT BUSINESS CUSTOMER DATA STORED ON SERVERS AT MELBOURNE IT.
AAPT IMMEDIATELY INSTRUCTED MELBOURNE IT TO SHUT DOWN THE SERVERS WHEN WE WERE NOTIFIED OF THE INCIDENT. PRELIMINARY FINDINGS SUGGEST IT WAS TWO FILES THAT WERE COMPROMISED AND THE DATA IS HISTORIC, WITH LIMITED PERSONAL CUSTOMER INFORMATION. FURTHER, THE SERVERS ON WHICH THE FILES WERE STORED HAVE NOT BEEN USED OR CONNECTED TO AAPT FOR AT LEAST 12 MONTHS..."
Anon Australia claimed the attacks aimed to show how we should not trust ISPs to store personal information. "You want to trust these ISPs with your data? When they can't even keep it secured?! If I were you, I wouldn't trust anyone but myself with my data." Anonymous claimed that it plans to release a sample of the data later today, but will deliberately censor private details, because "the people were not their target".
"We don't want to publish personal innocent personal details like some of the other Anons have in other operations which have lost the public's support. Our target is the (Federal) Government who think they can get away with doing something like this," the hacker added.

The Australian government is planning a law in the wake of Sony's PSN hacking disaster. The new ruling is designed to force companies to disclose any privacy breaches to the public. 1,560,791 Australian accounts were caught in the mess, and officials in the country are pissed. 
Privacy minister Brendan O'Connor has publicly criticized Sony, saying it was "very concerned" about the way in which the situation was handled. However, he added that other companies have been doing a bad job of protecting customer data, and everybody needs to tighten their security. 
Sony insists it didn't know that details were compromised before it made the problem public, but that hasn't stopped politicians from getting pissed. Clearly, a lot of people still want answers.

Hong Kong Govt Opens a New Cyber Security Center Worth $9 Million

Now a days cyber attack has became one of the most challenging issue for almost every country and its Government. Previously we have seen cyber awareness were mainly limited to the first world countries like USA, England, Australia and few other European countries. While keeping in mind the rising amount of cyber threats and its output, now both second world and the third world countries have also taken this issues very seriously. To get rid of this burring challenge and to make it's cyber fence safe and secure The Hong Kong Govt launched a Cyber Security Center on December 7 to enhance the city’s internet security and protection of critical infrastructure, and strengthen the defense against cyber-attacks. Hong Kong Govt has spent HK$9 million (£730,000) for this new Cyber Security Center in a bid to tackle the growing threat to critical infrastructure in the Special Administrative Region of China. The Center  which will operate under the Technology Crime Division of the Commercial Crime Bureau, will start with a force of 27 police personnel, ranking from Police Constable to Chief Inspector. “The incidence of cyber-attacks is increasing,” said Tsang Wai-hung, Commissioner of Police, during the inauguration ceremony of the Center  “Police recognize the need to respond to the worldwide cyber crime phenomenon, particularly cyber-attacks aimed at critical infrastructures, by enhancing our readiness and capability to counter such threats.

So far the Cyber Security Center has been given four main responsibilities as follows:-
  1. It will strengthen collaboration with other government departments and stakeholders, both local and overseas, concerning cyber-attacks against critical infrastructures. 
  2. It will monitor the flow, but not the content, of data traffic of major infrastructure systems.
  3. The Center will collect intelligence to analyse cyber-attacks, and provide an immediate response when necessary.
  4. The Center will conduct research into cyber security and cyber-attacks, and perform security audits to maintain the protection of Hong Kong.

In addition to these key responsibilities, the Center will support the daily operations of the Technology Crime Division in the prevention and detection of technology crimes.

Researcher Developing An Algorithm To Identify Most Exploitable Vulnerability Chains
Australian researcher mainly from Melbourne are looking to commercialise a search algorithm that analyses networks to identify the most easily exploitable vulnerability chains. The algorithm was developed by Swinburne University associate professor Hai Vu to help network operators prioritise how they protect networks that are unfortunately "never 100 percent secure”.
Vu said too many vulnerabilities typically occurred in software, operating systems and other networking components for it to be financially feasible to eliminate all of them. Hackers may exploit chains of such vulnerabilities to achieve malicious objectives, such as data theft or denial of service attacks, he warned.
While security professionals traditionally map out “attack trees” to determine vulnerability chains, the process grows increasingly difficult as the size of a network grows. Vu and his team proposed a method of ranking the most critical vulnerability chains in terms of the likelihood and severity of attacks. “The objective is to find the most vulnerable path,” Vu said. “What we’ve developed is very scalable.
“[The algorithm] is efficient because as it proceeds, it can eliminate vulnerabilities that it knows will not play a part in the path that has significant risk.” Vu acknowledged that the algorithm could be used by hackers to identify the most effective attack path; however, those hackers would need intimate knowledge of the network’s topology and components. The researchers have a provisional patent on the technology and are currently seeking venture capital to develop a prototype.
Vu expected the technology to appeal to operators of “highly secure networks” such as those in the military or run by internet service providers. Despite discussions with US vendor Skybox Security, defence contractor Thales and the Australian Department of Innovation, the team has yet to strike a commercial partnership.
Vu suggested that the search algorithm could be applied to social networks to identify persons of interest to defence organisations. Gartner security analyst Rob McMillan speculated that by quantifying risk, the technology could help security professionals build business cases and justify investments. Organisations could also use it to discuss and define the scope of penetration tests when commissioning external testers, he said. "There's definitely use for it, but it's too early to say [how effective a product may be]," McMillan said. "The trick is to turn it into a useful product ... The devil's going to be in the detail."

UK is Enhancing Cyber Security to fight Against Hackers

The fight against cyber crime needs a stronger common international legal framework to enable perpetrators outside the country of their victims to be tracked down and punished, a British security official said on Tuesday.
James Brokenshire, a Home Office (Interior Ministry) Minister for Crime and Security, added in remarks to reporters that governments and companies had to work much more closely together to fight the "scammers, fraudsters and hackers" who were creating a truly global problem.
"Active international partnerships are central to tackling cyber crime," he said. "There needs to be an international response including international treaties, bilateral treaties and common agreements between countries." A priority for governments is to find ways of hunting criminals across borders and ensuring they are punished, but many nations lack a common definition of cyber crime or common legal standards that would enable prosecutions of criminals operating offshore. Security experts have long said the core problem has been that nations are thinking too parochially about their online security to collaborate on crafting global cyber regulation.
High-profile online assaults in recent weeks have targeted the International Monetary Fund, the U.S. Central Intelligence Agency and the U.S. Senate, and companies such as Citigroup and Lockheed Martin Corp. The raids have raised doubts about the security of government and corporate computer systems and the ability of law enforcement to track down hackers. Saying there should be "no safe haven" for online criminals, Brokenshire added that governments had to work with the private sector to provide technical expertise to police in those countries that lacked the resources to fight cyber criminals.

He was speaking at the launch of the International Cyber Security Protection Alliance (ICSPA), a global not-for-profit organisation that aims to channel funding, expertise and help directly to law enforcement cyber crime units around the world.The venture, which will seek funding from the European Union, governments of the United States, Canada, Australia, New Zealand and Britain, and private sector companies, plans to work in partnership with European police agency EUROPOL.
Rik Ferguson, Director of Security Research at Trend Micro said areas of concern to ICSPA included Brazil, which had expertise in banking malware, China, where computers were often used by criminals elsewhere to host attacks in third countries, and Russia and Ukraine.Companies supporting the venture include McAfee , Cassidian, Trend Micro, Yodel, Core Security Technologies, Visa Europe , Shop Direct group, A&REdelman, Transactis and Article10. Cyber crime costs the British economy some 27 billion pounds ($43.5 billion) a year and appears to be "endemic", according to the first official government estimate of the issue published in February 2011.
Brokenshire's call echoes remarks by U.S. Secretary of Homeland Security Janet Napolitano who said last week that cyber criminals were outwitting national and international legal systems that fail to embrace technological advances.

Personal information of over 123,000 federal employees have been exposed after a cyber attack in last July. The cyberattack occurred against a Thrift Savings Plan (TSP) contractor, Serco Inc. The FBI notified both Serco and the TSP last month about the attack. According to the Guardian has called Serco "probably the biggest company you have never heard of." It's on the FTSE 100 (Big!), has 100,000 employees and operates everything from railways in the UK and Australia to driver licensing in Ontario, Canada to retirement accounts for US government employees, members of the armed forces and US Postal Service workers. Perhaps taking advantage of the holiday weekend in the United States, Serco announced this morning that hackers had compromised systems at its Thrift Savings Plan (TSP) operation.
After extensive forensic investigation it was determined that 43,000 members' names, addresses and Social Security Numbers had been accessed by the intruders, and the Social Security Numbers of another 80,000 may have been involved. 
"Serco regrets this incident and the inconvenience it may cause to some Thrift Savings Plan participants and payees whose personal data was involved," said Serco Chairman and CEO Ed Casey in the statement. "We have fortified our information security measures and cyber defenses."
Further information has been published that shows the original intrusion into Serco's system occurred in July 2011. Information that was accessed has been available to criminals for nearly a year before Serco was notified by the FBI.

Where the hackers managed to gain access into the crucial servers belongings to Cupid Media network. According to the managing director of Cupid Media, Mr Andrew Bolton - "In January we detected suspicious activity on our network and based upon the information that we had available at the time, we took what we believed to be appropriate actions to notify affected customers and reset passwords for a particular group of user accounts.” After a preliminary investigation it has been found that the purloined database of Australia-based niche dating service Cupid Media was found on the same server where hackers had amassed tens of millions of records stolen from AdobeMore than 42 million peoples' unencrypted names, dates of birth, email addresses and passwords have been found from the pinched database. I am very much wearied to see that a high value site like Cupid is unconcerned about the basic security counter measure. Even their confidential tables remained unencrypted which allows the hacker to gain the personal information in plain text. Like the Cupid Media security team, the registered users also found very much inadvertent and unaware of basic security measures. I am saying this because of the leaked passwords, almost two million picked "123456", and over 1.2 million chose "111111". "iloveyou" and "lovely" both beat out "password", and while 40,000 chose "qwerty", 20,000 chose the bottom row of the keyboard instead - yielding the password "zxcvbnm"
Jason Hart of famous data protection firm Safenet said "The true impact of the breach is likely to be huge. Yet, if this data had been encrypted in the first place then all hackers would have found is scrambled information, rendering the theft pointless."
This security breach of Cupid Media reminds us  the decent history of breach where we have seen a slew of attacks against the following sites: Drupal.org  Scribd, Guild Wars 2, Gamigo, Blizzard, Yahoo, LinkedIn, eHarmony, Formspring, Android Forums, Gamigo,  Nvidia,Blizzard, Philips, Zynga, VMWare, Adobe,  Twitter,  New York Times, Apple and so on. Hackers have targeted the world's largest mobile telecommunications company  Vodafone. A hacker named THA Disastar from The Hackers Army has breached the security of vodafone Germany, Australia, Italy, Portugal, Denmark, Romania, Turkey, and Czech Republic. The hacker has released a pastebin containing all the credentials which he has stolen such as customer login details, Online portal, Broadband service, web-mail and so on. Again the above fact came into light when Julian Assange announced in a defiant speech from the balcony of Ecuadorian embassy here as his supporters shouted, and sang Christmas carols. In his speech Assange said that WikiLeaks have planned to release over one million new secret documents that would affect "every country in the world" 
It was his second ``balcony’’ address since he sought refuge there six months ago to avoid extradition to Sweden over allegations of sexual assault. And he made clear he had no intention of leaving the cramped mission which he described as ``my home, my office and my refuge’’ until ``this immoral investigation continues’’.
Referring to the impasse over his extradition, Mr Assange said that as long as long as the American government sought to prosecute him and his native country, Australia, refused to defend his journalism, he would remain in the embassy. But, he said, he was open to negotiations. "However, the door is open, and the door has always been open, for anyone who wishes to use standard procedures to speak to me or guarantee my safe passage," he said.
Mr Assange has been given asylum by Ecuador but is prevented by the British Government from leaving the country arguing that it is under a legal obligation to extradite him to Sweden. He will be arrested the minute he steps out of the embassy. Police say he broke his bail conditions when he sought refuge in the Ecuadorian embassy without informing them. Mr Assange claims the case against him is politically motivated and fears that Sweden would hand him over to Americans who have threatened to prosecute him for publishing confidential diplomatic cables.

FBI Arrested Anonymous Hacker After Posting Girlfriend's Abusive Photo 
FBI arrested  a 30-year-old computer programmer from Galveston named Higinio O. Ochoa III, who is widely known as @AnonW0rmer. He was active member of Anonymous affiliated 'CabinCr3w' He made a mistake that probably makes his fellow hackers cringe at the stupidity of it. Taunting law enforcement, he posted a photo of his girlfriend from the neck down, breasts pushed up with a sign taped to her saying ''PwNd by w0rmer & CabinCr3w <3 u B****'s!' 
Trouble is, the photo was taken with an iPhone...with GPS co-ordinates embedded in the photo. The FBI said it confirmed the identity of Ochoa, who calls himself 'w0rmer' online and is a member of 'CabinCr3w', an offshoot of hacking group Anonymous. GPS co-ordinates embedded in the photo - as are found in all pictures taken by a smartphone - showed authorities the exact street and house in Wantirna South, Melbourne where it was taken. Different tweets from @Anonw0rmer pointed to other sites referring to 'w0rmer', including one which had Ochoa's name with it and more pictures of his girlfriend. Authorities then found Ochoa's Facebook page, on which he named Kylie Gardner from Australia as his girlfriend. The FBI was then satisfied she was the woman in the photo taken in South Wantirna. Even though the breasts photo does not show the woman's face, the FBI is convinced it is the same woman. They add it is definitive proof that Ochoa is w0rmer.  
In a post allegedly written by Ochoa on Pastebin, he said 'around 8 agents from the FBI stormed my apartment'. He was taken to an FBI office in Houston where he paid a $50,000 bail. Ochoa appeared in court on April 10 before a magistrate, where the photograph evidence above was revealed in the FBI's affidavit. It comes a month after former Lulzsec leader and Anonymous member Sabu was revealed as an FBI informant. But in the Pastebin post, Ochoa claimed he was not guilty of the same betrayal.
He wrote: 'I did tell FBI that I would participate in the capture of my fellow crew mates, a play which undoubtfully both satisfied and confused the FBI. Those however who know me best would vouch for me undoutfully that doing so would put this movement at risk. ALL information provided to the FBI merely made MY case weaker and caused internal confusion showing the inherent weakness in the system.'

Researchers developing tools that tell who’s blocking Web information



You type in the address of a website, but nothing comes up. Did you make a mistake or is someone or something blocking the information you want?

Researchers at Georgia Tech are developing free tools that give Internet users worldwide the answer.
The device would have detected recent Internet blackouts in Egypt and Libya and could let people know if governments are throttling the Web without their knowledge, said Nick Feamster, a computer science professor who is one of the principal investigators on the project. It would also expose whether Internet service providers are delivering the upload and download speeds they promised consumers, he said.
Google recently awarded Tech professors at least $1 million to develop Web-based devices to improve transparency on the Web. The first tool should be available for anyone to download by the end of the year.
The goal isn’t to help people circumvent a blocked site, but rather to explain why it is inaccessible, said Wenke Lee, a computer science professor who is also a principal investigator.
“Information and our access to information has a lot of impact on who we are and how we live our lives,” Lee said. “Not having this information is similar to withholding knowledge from students or basically not giving children enough nutrition for them to grow.”
Feamster said they are not judging why a site is blocked. There are reasonable motives, such as protecting people from spam and cybercrime. And there are darker motives, such as censoring content, tampering with search results or altering information to promote propaganda.
“Users have the right to be aware of what is happening,” Feamster said. “This is a global issue.”
The Google Focused Research Awards program provided Tech with $1 million for two years’ worth of work on the project, plus an optional third year with an additional $500,000. The research program supports engineering and computer science projects that are of mutual interest to college researchers and the company.
“Georgia Tech has been a very strong partner for Google and we look forward to exciting things coming from this collaboration,” said Leslie Yeh Johnson, a Google university relations manager.
The project is in the early stages, but the team has developed a “browser extension” that would provide users with real-time information about blocked sites.
An icon, likely an exclamation point, would appear in the address bar. If users click on that, a message pops up saying the site is inaccessible and provides a link for more information. The link would explain, using a phrase such as “to the best of our knowledge” how long the site has been down, who or what caused it and whether users from a specific country or Internet service provider are impacted.
The project faces a couple of challenges, such as making sure governments or service providers can’t block or filter the device, Feamster said.
They must persuade people to use the tools and report network problems and issues so the team can gather information. The more people who report information, the more accurate the tool will be, Lee said. People at Google or Tech will vet the information to make sure it isn’t tainted or misleading, Feamster said.
Feamster and Lee have long worked to combat censorship. Censorship has become increasingly pervasive and studies find 60 nations restrict access to information on the Internet, they said. While much focus remains on the so-called Great Firewall of China, it also occurs in Australia, South Africa and the United Kingdom, Feamster said.
Emory University professor Ramnath Chellappa said there is always interest in tools that promote transparency on the Web.
Chellappa, an expert on information security and privacy, said the new Tech effort could benefit users in the Mideast and North Africa, but will likely have a greater effect on the issue of net neutrality, which advocates for no restrictions on content or access.
Lee said the project aims to create a “transparency watchdog system.”
“The idea is to give people something that provides better information about the accessibility of content,” Feamster said. “It could be censorship or an outage or somehow the user’s fault. The point is to be clear about what is really going on.”
