EU Opens The Door of European Cybercrime Centre (EC3) To Protect Europe From Cyber Threat

We all are aware of FBI's Internet Crime Complaint Center also known as IC3, which is protecting U.S. citizen from cyber criminals and attacks. But the cyber world is not limited to U.S. so as cyber criminals, and to get rid of this and while protecting every countries digital fence safe and secure there need to be organizations like IC3. All the growing and developing countries across the globe are in rush to ensue maximum digital and cyber security. This same rush and impact also applies for Europe countries and the result is in front of us. As the fight against cyber crime in Europe has got a new home. The European Cybercrime Centre (EC3) officially open its doors from this January 11, at the European Police Office, Europol in the Hague. In the middle of last year European Commission declared that are preparing a cybercrime center to fight against cyber threats. And after an effort of six months they made it possible and live for the people of Europe. Such organization will surely enhance the cyber security of European countries.  In the official press release EUROPA said "EC3 will be up and running to help protect European citizens and businesses from cyber-crime." 

EC3 officially commenced its activities on 1 January 2013 with a mandate to tackle the following areas of cybercrime: 

• That committed by organised groups to generate large criminal profits such as online fraud
• That which causes serious harm to the victim such as online child sexual exploitation
• That which affects critical infrastructure and information systems in the European Union

According to the press release of European Commission - "The Cybercrime Centre will give a strong boost to the EU's capacity to fight cybercrime and defend an internet that is free, open and secure. Cybercriminals are smart and quick in using new technologies for criminal purposes; the EC3 will help us become even smarter and quicker to help prevent and fight their crimes", said Commissioner Malmström.

"In combatting cybercrime, with its borderless nature and huge ability for the criminals to hide, we need a flexible and adequate response. The European Cybercrime Centre is designed to deliver this expertise as a fusion centre, as a centre for operational investigative and forensic support, but also through its ability to mobilise all relevant resources in EU Member States to mitigate and reduce the threat from cybercriminals wherever they operate from", said Troels Oerting, Head of the European Cybercrime Centre

Investigations into online fraud, child abuse online and other cybercrimes regularly involve hundreds of victims at a time, and suspects in many different parts of the world. Operations of this magnitude cannot be successfully concluded by national police forces alone.

The opening of the European Cybercrime Centre (EC3) marks a significant shift in how the EU has been addressing cybercrime so far. Above all, the approach of the EC3 will be more forward-thinking and inclusive. It will pool expertise and information, support criminal investigations and promote EU-wide solutions.

The EC3 will focus on illegal online activities carried out by organised crime groups, especially attacks targeting e-banking and other online financial activities, online child sexual exploitation and those crimes that affect the critical infrastructure and information systems in the EU.

The Centre will also facilitate research and development and ensure capacity building among law enforcement, judges and prosecutors and will produce threat assessments, including trend analyses, forecasts and early warnings. In order to dismantle more cybercrime networks and prosecute more suspects, the EC3 will gather and process cybercrime related data and will provide a Cybercrime Help desk for EU countries' law enforcement units. It will offer operational support to EU countries (e.g. against intrusion, fraud, online child sexual abuse, etc.) and deliver high-level technical, analytical and forensic expertise in EU joint investigations.

European Union (EU) Requested CBI To Join Cyber Security Project Worth $52.5 Billion

European Union (EU) has invited India to participate in a mega cyber security and cyber crime project worth 52.5 billion dollar (Rs 3.62 lakh crore) to secure economic and security interests of various countries globally. 

India has been asked to join a select group of nations to be involved in this research and information technology driven innovation project. Apart from US, Brazil and South Africa are other partners of EU in this project that will be kicked off shortly. The project that has counter-terrorism as a key component is likely to be part of a separate pact that EU and India will sign early next month at the twelfth summit between two sides.

As per the proposed pact, India and EU apart from other members would jointly fund as well as research on cyber crime and cyber security issues across the world. 

The project is intended to develop protocols and systems for preventing terror attacks physically and on information highway, an external affairs ministry official told Financial Chronicle on condition of anonymity. This massive project to be implemented over next eight years include securing electrical power systems by identifying the vulnerability, put in place defence systems and restoration in case of disruption. The project will also lead to protection of critical defence and civilian economic infrastructure from cyber attacks.

Risk prediction, analysis and reaction to critical infrastructure, is also expected to be put in place through this project. Private, public sector companies and government agencies would be involved in this project. Two rounds of consultation have already been completed between both India and EU on concluding the cyber crime and cyber security pact in February 2012. India and European Union will explore cooperation between CBI and EU’s home department for training on tackling cyber crime, establish single point of contact and also do joint research in the mega innovation project.

The European Commission is Launching "European Cybercrime Centre" To Fight Against Cyber Threats

The rise of cyber-crime and cyber-crminals are on the high node. According to a statistic more than 1m people are victims of cybercrime across the globe each day. It says the cost of cybercrime could reach US$388bn worldwide. To fight against rising cyber-crime The European Commission is proposing to set up a European Cybercrime Centre in the Hague to focus on online fraud, e-crime and identity theft. As for the European Cybercrime Centre, the commission is proposing to set it up within the European Police Office, Europol in The Hague in The Netherlands. According to the official release of European Commission - The EU plans to tackle this with a new European Cybercrime Centre , which would warn EU countries of major threats and alert them to weaknesses in their online defences. It would also identify criminal networks and prominent offenders, and provide support during investigations. The centre will use information from the public domain, industry, the police and academia to assist cybercrime investigators, prosecutors and judges.
Anyone can be a victim of cybercrime – it includes:

•   Online identity theft

•   Computer fraud

•   Credit card scams

•   Sexual exploitation of children

•   Hijacking of web accounts

•   Attacks on public or private IT systems

And this type of crime is increasing. Around 600,000 Facebook accounts need blocking every day after hacking attempts. In Belgium alone, internet fraud rose from just over 4,000 cases in 2008 to over 7,000 in 2010. And in the UK, bank account takeovers shot up by 207% between 2008 and 2009. A crackdown on cybercrime will help to increase confidence in e-banking and online booking, and will save millions of euros – a 2011 study put the global cost of cybercrime at €85-291bn. Unfortunately, very few of the perpetrators are currently caught. The pan-EU nature of the centre would ensure that threats are passed on quickly to other EU countries. If someone in Lithuania reports that their bank account has been accessed illegally, it could be linked quickly to similar incidents anywhere from Greece to Ireland, allowing the centre to immediately alert all EU countries to the threat.

Cybercrime Statistics (European Commission analysis):-  

• By 2011, nearly 73pc of European households had internet access at home.

• In 2010, more than 36pc of EU citizens were banking online.

• 80pc of young Europeans connect through online social networks.

• Circa US$8trn exchanges hands globally each year in e-commerce.

• Credit card details can be sold between organised crime groups for as little as €1 per card, a counterfeited physical credit card for around €140 and bank credentials for as little as €60.

• Up to 600,000 Facebook accounts are blocked every day, after hacking attempts.

The commission said the centre will fuse information from open sources, private industry, police and academia, as well as serving as a platform for European cybercrime investigators, where they can have a collective voice in discussions with the IT industry, private-sector companies, academia, users' associations and civil society organisations.

Cyber bullying, online child sexual abuse has became one of the biggest threat and challenge for the society. Several security report are pointing out that the number of cyber bully is increasing every day. There are daily reminders about those risks, whether it's the tragic fate of Amanda Todd, bullied into suicide. To get rid of these burning issues European Union (EU) Commissioner for Home Affairs Cecilia Malmström together with US Attorney General Eric Holder launched a Global Alliance against Child Sexual Abuse Online. In this campaign Forty-eight countries have joined forces to launch the most expansive fight ever against the spread of online child sex abuse. According to current estimates, there are more than one million images of sexually abused and exploited children now online. Every year, that number grows by 50,000 new images, according to the United Nations Office on Drugs and Crime (UNODC). Participants at the launch include Ministers and high-level officials from 27 EU Member States, who are also joined by 21 countries outside the EU (Albania, Australia, Cambodia, Croatia, Georgia, Ghana, Japan, Moldova, Montenegro, New Zealand, Nigeria, Norway, the Philippines, Serbia, Republic of Korea, Switzerland, Thailand, Turkey, Ukraine, United States of America, and Vietnam). The countries of the alliance are committing themselves to a number of policy targets and goals. Thanks to increased international cooperation, the fight against child sexual abuse online will therefore be more effective.

"Behind every child abuse image is an abused child, an exploited and helpless victim. When these images are circulated online, they can live on forever. Our responsibility is to protect children wherever they live and to bring criminals to justice wherever they operate. The only way to achieve this is to team up for more intensive and better coordinated action worldwide", said Commissioner for Home Affairs Cecilia Malmström.

“This international initiative will strengthen our mutual resources to bring more perpetrators to justice, identify more victims of child sexual abuse, and ensure that they receive our help and support,” said Attorney General Holder. “Through this global alliance we can build on the success of previous cross-border police operations that have dismantled international pedophile networks and safeguard more of the world’s children.” 

The participants of this campaign put out this list of goals for the new initiative, which has been dubbed the Global Alliance Against Child Sexual Abuse Online, in a press release:-

• Enhance efforts to identify victims and ensure that they receive the necessary assistance, support and protection;
• Enhance efforts to investigate cases of child sexual abuse online and to identify and prosecute offenders;
• Increase children's awareness of online risks, including the self-production of images and "grooming" methods used by paedophiles;
• Reduce the availability of child abuse material online and the re-victimization of children;
• Establish dedicated law enforcement units for these crimes in all countries;
• Make it easier to initiate joint cross-border police investigations;
• Intensify co-operation with hotline services, where the public can report findings of online child pornography; and
• Ensure that the Interpol international database of child abuse material grows by 10 percent annually.

Europol says internet main tool for organised crime

The Internet has become a major tool in European organised crime, which uses it for drugs and human trafficking and money laundering as well as cybercrime, Europol's top official said Wednesday.

There has been a marked increase over the last two years in criminal groups turning to the Web to commit crimes regarded as "more traditional" rather than purely computer-based crime, Europol director Rob Wainwright said.

"Using the Internet has become much more mainstream," Wainwright said at the release of the policing body's bi-annual organised crime threat assessment (OCTA).

"It has now become the principle facilitator for organised crime."

The OCTA report said: "In addition to the high-tech crimes of cybercrime -- payment card fraud, the distribution of child abuse material and audio visual piracy -- extensive use of the Internet now also underpins illicit drug synthesis, extraction and distribution."

The Web was also extensively used to recruit human trafficking victims, facilitate illegal immigration, supply counterfeit commodities and traffick in endangered species, the report said.

"It was also widely used as a secure communication and money laundering tool by criminals," it added.

Organised crime groups derived more than 1.5 billion euros from payment card fraud in the EU, the report estimated.

Europol's 37-page report looked at the development of organised crime over the last 24 months.

Organised criminal groups were crossing national, ethnic and business lines more than ever, it said.

The financial crisis and the fFinancial constraints it caused had made people "more likely to be recruited by criminal groups for example drug couriers or 'money mules'."

Criminal activity was located around five key hubs, the report added.

The Netherlands and Belgium was the main co-ordination centre for drug distribution in Europe.

The Baltic states of Lithuania, Estonia, Latvia -- and Kaliningrad in Russia -- were the main points for the transit of illicit goods from Russia and home to violent groups with international reach.

Spain and Portugal remained a transit point for cocaine and cannabis resin and for human trafficking.

Bulgaria, Romania and Greece had seen the greatest expansion as a result of increased trafficking via the Black Sea illicit commodities and an significant increase in illegal immigration.

Finally southern Italy remained a centre for counterfeit currency and commodities as well as a centre for human trafficking.

The report, which will go to justice and home affairs ministries around the EU, will help governments set crime-fighting priorities for the next two years, Wainwright said.

Europe countries are now taking cyber crimes more seriously. Recently The Civil Liberties Committee of the European Parliament has backed a draft law which immediately increases punishment for cyber criminals for attacks on IT systems within EU member states to at least two years of prison. Possessing or distributing hacking software and tools would also be regarded as an offense, and companies would be liable for cyber attacks committed for their benefit. If an attacker engaged a Denial of Service attack (DoS) or an attack through botnet, then immediately he will be sent behind bar for at-least five years. 

The proposal, which would update existing EU legislation on cyber attacks, was approved with by 50 votes in favour, 1 against and 3 abstentions. "We are dealing here with serious criminal attacks, some of which are even conducted by criminal organizations. The financial damage caused for companies, private users and the public side amounts to several billions each year" said rapporteur Monika Hohlmeier (EPP, DE). "No car manufacturer may send a car without a seatbelt into the streets. And if this happens, the company will be held liable for any damage. These rules must also apply in the virtual world" she added. 

• Other Punishable Offenses :- 

IP spoofing-

Using another person's electronic identity (e.g. by "spoofing" their IP address), to commit an attack, and causing prejudice to the rightful identity owner would also be an aggravating circumstance - for which MEPs say Member States must set a maximum penalty of at least three years. MEPs also propose tougher penalties if the attack is committed by a criminal organisation and/or if it targets critical infrastructure such as the IT systems of power plants or transport networks. However, no criminal sanctions should apply to "minor cases", i.e. when the damage caused by the offence is insignificant.

Cyber-attack tools -

The proposal also targets tools used to commit offences: the production or sale of devices such as computer programs designed for cyber-attacks, or which find a computer password by which an information system can be accessed, would constitute criminal offences. Liability of legal persons Legal persons would be liable for offences committed for their benefit (e.g. a company would be liable for hiring a hacker to get access to a competitor's database), whether deliberately or through a lack of supervision. They would also face penalties such as exclusion for entitlement to public benefits or judicial winding-up. To resist cross-border cyber-attacks, Member States need to ensure that their networks of national contact points are available round the clock, and can respond to urgent requests within a maximum of eight hours, says the text.

Background -

Large-scale cyber-attacks took place in Estonia in 2007 and Lithuania in 2008. In March 2009, public and private sector IT systems in more than 103 countries were attacked using a "zombie" network of compromised, infected computers.

Next steps -

The Rapporteur aims for a political agreement between Parliament and Council on this Directive by the summer.

The number of credit cards that charge no interest to customers who switch provider is at a record high. But the number of applicants able to take advantage of the deals is falling, according to a financial research firm, after the introduction of a European Union consumer credit directive this year.

“It’s cheap for credit companies to borrow money at the moment and the law means they are legally allowed to decline more applications. That’s why we’re seeing a staggering number of deals.”
The number of credit cards offering an interest-free balance transfer term of at least 12 months has more than doubled in the past two years to 54. But only about half of the customers whose applications are accepted must be offered these deals. Under the previous system, providers were required to give two-thirds of successful applicants the advertised rate. Now they can advertise rates that are handed out to just 51 per cent of customers. The law was intended to harmonise consumer credit laws across the EU, creating one market for retail financial services where consumers could shop around for the best deals outside their own country.
Banks had warned in 2007 that if the rules were put into practice the number of borrowers struggling to obtain a loan would rise. The British Bankers’ Association predicted that as many as 1.7m consumers would be unable to access credit or would find that the amount they could borrow would be limited if the directive was introduced. The UK Cards Association said the impact of the directive had been “limited” and that the UK credit card market continued to be highly competitive. Interest rates on credit cards are at the highest level for 13 years. Despite a period of low base interest rates, providers have pushed up rates to more than 19 per cent on average, after changes to the way that credit card debts are repaid. Consumers now pay off the most expensive debt first, which has reduced the revenue available from cards for providers.

PSN Network Password Recovery Exploited

We temporarily took down the PSN and Qriocity password reset page. Contrary to some reports, there was no hack involved. In the process of resetting of passwords there was a URL exploit that we have subsequently fixed.
Consumers who haven’t reset their passwords for PSN are still encouraged to do so directly on their PS3. Otherwise, they can continue to do so via the website as soon as we bring that site back up.

[Original Article] The Password Recovery program that has been implemented by Sony since the PSN’s return has been moving along nicely. With such a huge influx of people requesting their information through their secure email connection, as opposed to on a PS3, Sony stated that the process would take a little longer than originally estimated. It may be even longer now. While the hack that shut down the PSN was quite “sophisticated,” a small little exploit seems to have been discovered to change the passwords again.
But if you’re worried that your PS3 will go silent once again, fret not. This password exploit seems to only be affecting various web-based Sony services. An official community moderator on the EU PlayStation forums have indicated that several sites are offline, including PlayStation.com, the forums, the Blog, Qriocity.com, and others. The login functions for these services are currently unavailable. For the time being all PlayStation Network activity is still online for PS3 and PSP users. So you don’t have to worry about that. But what DID happen?
If you wanted to reset your PSN password from your computer, you were sent an email with a unique URL to match your account. The entire process is actually fairly primitive. Note that it won’t work right now, as login services are offline.

The prodecure is as follows:
1) Navigate to : https://store.playstation.com/accounts/reset/resetPassword.action?token (this is normally, via email, https://store.playstation.com/accounts/reset/resetPassword.action?token=YYYYYYYYYYYYYYYYYYYYYYYY with the y’s being a unique token) – do not enter the code at this point.
2) Open a new tab in firefox, and go to fr.playstation.com (other pages will work too most likely), and click Login (Connexion)
3) Click Recover password
4) Enter the email and date of birth of the target account
5) Click continue, then on the confirmation page, click “Reset using E-mail”
6) Switch back to the original tab, and enter the code, then click continue
7) You will now be asked to enter a new password for the target account

Fortunately, if your account WAS compromised, you should have received an email that said something along the lines of “Thank you for changing your password, if you were unaware of this change please contact Sony,” or something to that effect. While this method is as effective as it is simple, it would take a lot of time to physically access any large number of accounts. It sounds like Sony found out about this and shut off its only access point fairly quickly. Only one more question left:

Internet Security Crackdown By ICSPA

Business leaders looking to protect their cloud services against internet crime could be interested in the launch of a new scheme. On Tuesday (July 5th), the International Cyber Security Protection Alliance (ICSPA) unveiled plans to provide increased resources for countries struggling to provide online security.

Working alongside businesses and law enforcement agencies, the organisation aims to allow governments with limited expertise to experience success in eradicating the issue.
The announcement comes after UK politicians injected £650 million funding into programmes working to improve the national infrastructure. Prime minister David Cameron said: "The very nature of this threat calls for more than a national response, it demands a truly global response and that is what the ICSPA is all about."
Earlier this month, the ICSPA joined forces with European law enforcement agency Europol in a bid to tackle threats to internet security across the EU's 27 member states. As part of the partnership, the agencies will aim to explore methods of accrediting specialised officials and provide advice for businesses looking to protect their assets.

Greece Under Cyber Attack, Anonymous Bring Down The Website Of Greek Ministry of Justice 

After releasing the sensitive conference call now hacker collective group Anonymous has targeted the cyber fence of Greece. They have launched a cyber-attack on the Greek Ministry of Justice website, and warned of plans to target a further 300 ministry and media sites. The hack was apparently a protest against the Greek government's signing of the Anti-Counterfeiting Trade Agreement (ACTA), which is designed to reduce internet piracy. 

"You have introduced a new dictatorship upon your people's shoulders and allowed the bankers and the monarchs of the EU to enslave them both economically and politically," the group's message said. "You have joined the IMF (International Monetary Fund) against your people's acquiescence…democracy was given birth in your country but now you have killed it," the hackers added.

In a message left on the Greek Justice Ministry's website, the group threatened to take down 'all the media in Greece' unless the Greek government retracts its support for the global treaty, which Britain has also signed. The website was briefly listed as 'under construction' following the attack, but was amended to display the following message from the online collective:
'We know EVERYTHING, We have your PASSWORDS , We are watching YOU.
NEXT TARGET WILL BE ALL THE MEDIA IN GREECE. ( ertTV , etc )

ICO gives site operators a year to comply with new cookie law

Website operators have a year to change the way they use cookies to comply with new laws, the Information Commissioner's Office (ICO) has said. Those that make no effort to change could still face sanctions, though, the ICO said. From tomorrow, UK laws based on the EU's Privacy and Electronic Communications Directive will force websites to obtain users' consent in order to store cookies. Cookies are small text files that record user activity on websites. The ICO, the UK's data protection regulator, has given most operators of consumer websites a year's grace before serious enforcement of the new laws will begin. "Although there isn’t a formal transitional period in the Regulations, the government has said they don’t expect the ICO to enforce this new rule straight away," Christopher Graham, the Information Commissioner, said in a statement. "So we’re giving businesses and organisations up to one year to get their house in order. This does not let everyone off the hook. Those who choose to do nothing will have their lack of action taken into account when we begin formal enforcement of the rules," Graham said. The ICO said it was allowing the exemption period because there was no adequate technical solution within browser settings to obtain user consent to cookies. The Government has said it is working with browser manufacturers to establish a new system for gaining user consent through their settings. "Browser settings giving individuals more control over cookies will be an important contributor to a solution," said Graham. The ICO said it would respond to complaints about cookies during the exemption period by advising website owners how to comply with the new Privacy and Electronic Communications Regulations, an ICO guide on how it will enforce the regulations said. "[The Information Commissioner] will provide advice to the organisation concerned on the requirements of the law and how they might comply," the ICO enforcement guide (7-page / 132KB PDF) said. "Where he considers it appropriate, and particularly as May 2012 approaches, he will also ask organisations to explain to him the steps they are taking to ensure that they will in fact be in a position to comply by May 2012," the guide said. The ICO recently published guidance on how organisations can comply with the new regulations. It suggested a variety of options websites could use to gain user consent, including prompting users with pop-up questions about their consent to cookies or writing cookie consent into terms and conditions users have to agree to when registering with a site. Website features, such as videos, that remember how users personalise their interaction, could also determine user consent, the ICO said. The Information Commissioner said the ICO website now operates a header giving users the choice how to manage their cookies but said that it may not be an appropriate solution for other websites. "We’ve decided to place a header bar on our website giving users information about the cookies we use and choices about how to manage them," Christopher Graham said in the ICO press release. "I am not saying that other websites should necessarily do the same. Every website is different and prescriptive and universal ‘to do’ lists would only hinder rather than help businesses to find a solution that works best for them and their customers," Graham said. Under the new UK regulations the ICO has been given extra powers to impose penalties of up to £500,000 on websites that breach the new regulations, the ICO enforcement guide says. The ICO can also investigate the measures taken by website providers to safeguard the security of public electronic communications, investigate and fine websites depending on how they deal with personal data breaches and can demand information about users to investigate how a website complies with the new regulations, the ICO enforcement guide says. "Along with the power to impose financial penalties on telecoms and internet companies who fail to notify us about their data breaches, we will also have stronger powers to investigate the businesses behind nuisance marketing calls and spam texts," Christopher Graham, Information Commissioner, said in the ICO press release. "Tackling the businesses that make money from this is a challenge, but these new powers will give us access to more of the information we need to do the job," Graham said.

Wikileaks Will Take Legal Action Against PayPal, MasterCard & Visa

There hasn't been much talk lately over the fact that PayPal, MasterCard and Visa all cut off Wikileaks late last year, after the US government freaked out about the release of some State Department Cables. None of the firms has done a very good job explaining why this makes sense (or why they continue to allow other groups, such as the KKK to receive funding, while singling out Wikileaks). I'm sure those three firms, which took quite a public bashing when the news originally dropped, would prefer that there not be any more talk about it. However, Wikileaks and the payment firm they used, DataCell, are apparently planning to file a legal complaintthis week against all three firms in Europe. A draft of the complaint, which was obtained by Andy Greenberg at Forbes (linked above and embedded below), claims that the three firms violated Articles 101 and 102 of the EU Treaty, effectively a form of antitrust law. While I tend to think many antitrust claims are merely attacks on successful companies, this seems like a case where they could make sense. Here you have basically the only three ways for most people to transfer money easily, all agreeing to block a single (small) client from receiving money, despite no legal ruling against the operation (hell, charges haven't even been filed). It certainly would make for an interesting case.

London is Hosting Major International Cyber-Security Conference

London is hosting a major international conference on the threat from cybersecurity attacks. Representatives of 60 nations are gathering to discuss how to tackle the rising levels of cybercrime. Foreign Secretary William Hague convened the London Conference on Cyberspace, and urged a "global co-ordinated response" on policy.
However, Wikipedia founder, Jimmy Wales, warned that ill-advised interventions posed their own risks. The event comes a day after intelligence agency GCHQ warned that cyberattacks on the UK were at "disturbing" levels.
Experts attending the two-day conference include EU digital supremo Neelie Kroes, Cisco's vice-president Brad Boston and Joanna Shields, a senior executive at Facebook. US Secretary of State Hillary Clinton had been due to attend, but cancelled the trip on Monday night after her 92-year-old mother fell ill. Mr Hague led the opening session. "We want to widen the pool of nations and cyberusers that agree with us about the need for norms of behaviour, and who want to seek a future cyberspace based on opportunity, freedom, innovation, human rights and partnership, between government, civil society and the private sector," he said. However Mr Wales, who also took part in the first event, urged caution. "The biggest threat to the internet is not cybercriminals, but misguided or overreaching government policy," he said.
Prime Minister David Cameron appeared to agree that politicians should resist the temptation to be heavy-handed. "Governments must not use cyber security as an excuse for censorship," he said.

Earlier in this year FBI carried out Operation Ghost Click to destroy the DNSChanger network and set up a replacement server which redirected DNS queries from affected computers to their correct destinations. This was a temporary solution, so now the FBI decided the server which is still infecting millions of people is set to be switched off on the 9th of July, I mean this Monday.  This will mean that users who are infected with the malware will be almost completely unable to access the internet normally. Users are therefore advised to check whether their computers or routers use one of the FBI-listed IP addresses for DNS queries, well before the server shutdown, by visiting dnschanger.eu or dns-ok.us. Users who want to check their configuration manually need to look out for the following IP address ranges:-

• 85.255.112.0 to 85.255.127.255
• 67.210.0.0 to 67.210.15.255
• 93.188.160.0 to 93.188.167.255
• 77.67.83.0 to 77.67.83.255
• 213.109.64.0 to 213.109.79.255
• 64.28.176.0 to 64.28.191.255

If an address from one of the above ranges is already set as the DNS server on the computer or router, it is infected with DNSChanger. Users can find out where to locate this DNS server information for their particular case using a wizard set up by the eco association. Future DNS queries can be made using servers such as Google's at 8.8.8.8. 

Although this date and the DNS problem have been public knowledge for several months, there are still thousands of infected computers in use in the UK. Two months ago, the FBI was still registering queries from around 20,000 UK IP addresses. From Monday, users will only be able to visit web sites from infected computers by entering the IP address directly (e.g. http://193.99.144.80 for heise.de).

PlayStation Network Restored and Qriocity Services Begins

Sony Corporation and Sony Computer Entertainment (SCE) announced that Sony Network Entertainment International (SNEI, the company) will today begin a phased restoration by region of PlayStation®Network and Qriocity Services.  The phased restoration will be on a country by country basis beginning in the Americas, Europe, Australia, New Zealand, and Middle East.

The first phase of restored services for these countries and regions will include:

• Sign-in for PlayStation®Network and Qriocity services, including the resetting of passwords
• Restoration of online game-play across PS3 and PSP
• Playback rental video content, if within rental period, of PlayStation Network Video Delivery Service on PS3, PSP and MediaGo
• Music Unlimited powered by Qriocity, for current subscribers, on PS3 and PC
• Access to 3rd party services such as Netflix, Hulu, Vudu and MLB.tv
• 'Friends' category on PS3, including Friends List, Chat Functionality, Trophy Comparison, etc
• PlayStation Home

Increased Security Measures
As the result of a criminal cyber attack on the company's data-center located in San Diego, California, U.S.A., SNEI shut down the PlayStation Network and Qriocity services on April 20, in order for the company to undergo an investigation and make enhancements to the overall security of the network infrastructure. Working closely with several respected outside security firms, the company has implemented new and additional security measures that strengthen safeguards against unauthorized activity, and provide consumers with greater protection of their personal information.
The company has made considerable enhancements to the data security, including updating and adding advanced security technologies, additional software monitoring and penetration and vulnerability testing, and increased levels of encryption and additional firewalls.  The company also added a variety of other measures to the network infrastructure including an early-warning system for unusual activity patterns that could signal an attempt to compromise the network.
"I'd like to send my sincere regret for the inconvenience this incident has caused you, and want to thank you all for the kind patience you've shown as we worked through the restoration process," said Kazuo Hirai, Executive Deputy President, Sony Corporation.  "I can't thank you enough for your patience and support during this time. We know even the most loyal customers have been frustrated by this process and are anxious to use their Sony products and services again. We are taking aggressive action at all levels to address the concerns that were raised by this incident, and are making consumer data protection a full-time, company wide commitment."
"During the past 18 months, we've seen a dramatic rise in the volume of cyber attacks, their sophistication and their impact on businesses. Thwarting cyber-crime requires an evolutionary approach to security that is well integrated, reduces risk exposure and improves efficiencies," said Francis deSouza, Senior Vice President, Enterprise Security Group, Symantec. "Today's cyber crime attacks are proving to be more covert, more targeted and better organized than those we've seen in years past. In working with Sony on the move of their data-center, it's clear they're implementing measures to reduce security risks moving forward."  
As an additional measure, Fumiaki Sakai, president of Sony Global Solutions Inc. (SGS), has been appointed acting Chief Information Security Officer of SNEI.  In addition to his current role at SGS, Mr. Sakai, in his role at SNEI, will work to further reinforce overall information security across the company's network infrastructure.  Mr. Sakai will lead the recruiting effort in finding a new and permanent CISO for SNEI.  As CISO, Mr. Sakai will report to Tim Schaaff, president, SNEI, as well as to Mr. Shinji Hasejima, CIO, Sony Corporation.  
"While we understand the importance of getting our services back online, we did not rush to do so at the expense of extensively and aggressively testing our enhanced security measures. Our consumers' safety remains our number one priority," Hirai continued. "We want to assure our customers that their personal information is being protected with some of the best security technologies available today, so that everyone can feel comfortable enjoying all that PlayStation Network and Qriocity services have to offer."  
The restoration of the services across the Americas, Europe, Australia, New Zealand, and Middle East are beginning, and consumers will be able to enjoy some of the online functionality provided by both the PlayStation Network and Qriocity services.  Phased restoration in Japan and other Asian countries and regions will be announced in due course.  The company expects to have the services fully restored by the end of May 2011.  
The company will be offering customers a "Welcome Back" package of services and premium content to all registered PlayStation Network and Qriocity account services.  The details of this program will be announced in each region shortly.
