Cyber-Crime Prevention Act (Bill No. 2796) Approved By The Senate

Cyber-Crime Prevention Act (Bill No. 2796) Approved By The Senate
The Senate has approved on third and final reading the Cyber-crime Prevention Act of 2012 or Senate Bill No. 2796, which seeks to establish a legal framework for the investigation, apprehension, and prosecution of cyber-criminals. Sen. Edgardo Angara, author of the measure, lauded the Senate for acting quickly on the measure which seeks to establish a legal framework for the investigation, apprehension, and prosecution of cyber-criminals.
“Their approval sends out a clear message that the Philippines is taking decisive steps not only in safeguarding its digital space, but also in ensuring its transition into a full-fledged knowledge-based economy,” Angara said. The measure calls for an initial appropriation of P50 million for its implementation. The bill also seeks to protect children from pornography. Under the measure, the Office of the President (OP) and two other government agencies are also required to create an anti-cybercrime office that would deal with matters on web crimes. These agencies include the Department of Justice (DoJ), and the Department of Science and Technology (DoST)’s Information and Communications Technology Office (DoST-ICTO). Other than that, Angara said the measure aims to ensure that the public has access to adequate Internet security in the face of a rapidly changing technology. He said Internet usage has become more prominent, especially in social networking.
“A large chunk of human activity nowadays is no longer merely physical — it occurs in the Internet. Crime and harm is thus no longer merely physical — they can occur online as well. There is a need for us to innovate security measures and enact laws that will help protect us in the digital world,” Angara said.

Govt Sites, DBM, Radio Network & Universities of Philippine Hacked By Chinese Hackers

Govt Sites, DBM, Radio Network & Universities of Philippine Hacked By Chinese Hackers

Chinese hackers plan to attack more Philippine government websites, according to their discussions on the Internet.  An online forum of Chinese hackers belonging to the "Silic Group" tagged the Philippine Institute of Development Studies (PIDS) and Bulacan provincial government websites that are next in their firing line.
One forum user even posted usernames and passwords of Bulacan provincial government website administrators. The Bulacan website remained intact as of 8 p.m. Wednesday. Its log-in page for administrators has a time-lock security feature that prevents people logging in outside regular office hours. On Wednesday night, a purported hacker from China claiming to be a member of the "Honker Union" also published on Facebook the alleged usernames and passwords of administrators of websites belonging to Radio Mindanao Network (http://www.rmn.ph), the University of the Philippines College of Arts and Letters (http://kal.upd.edu.ph), and the People Management Association of the Philippines (http://www.pmap.org.ph). The website of the Philippine National Police (http://www.pnp.gov.ph) also seemed to be in error  as it showed only a raw index page. However it was not confirmed if the police website has been hacked.
An administrator of the Chinese hackers' forum at bbs.blackbap.org also boasted about "first-hand" details about the attack that crippled the Department of Budget and Management (DBM) website on Wednesday afternoon. The message indicated that those who defaced the DBM website are the same ones who attacked the Vietnamese government's website, gov.vn. The hackers allegedly discussed their attack on the DBM website in a chat hub for several minutes.
Details about the DBM server webshell address, administrator and publisher accounts were posted online. While the Philippine government has yet to publish full details about the DBM attack, the Chinese hackers apparently turned the DBM website into a chat room. The hackers also post racist comments  in  the forum, referring to Filipinos as "maids who are going up against the Chinese government."

KickAss Torrents Facing a Total Blackout in Italy

KickAss Torrents Facing a Total Blackout in Italy

After Pirate bay now another widely preferred BitTorrent website  on the Internet - KickAss Torrents , is facing a total blackout in Italy. Following an investigation by the country’s cybercrime police, an ISP blocking order has now been granted against a site which authorities say is run by criminals generating millions of dollars. FIMI boss Enzo Mazza confirmed to TorrentFreak that both the old and new domains and IP-addresses will be blocked, and added the following message - “The investigation into the criminal organization behind the site is still making progress and the public prosecutor is in touch with the authorities in the countries involved in the case. The case is followed by the Fiscal police who are usually investigating Italian mafia bosses. This means they are well equipped to take the members of the KAT gang to justice.”
In an exclusive report Torrentfreak said - KickAss Torrents has been founded just three years ago in 2009, KickAssTorrents has shown that it’s serious about becoming a leading torrent site player. Of course, that has its drawbacks too. The site’s increasing profile has caused it to appear in numerous MPAA, RIAA and government reports, in the US and elsewhere. News today reveals that the authorities in Italy have been watching the site for some time.
According to a report coming out of the police department with responsibilities for tackling cybercrime, KickAssTorrents will soon be subjected to a nationwide ISP blockade. Translated as “Financial Guard”, the Guardia di Finanza (GdF) is a department under Italy’s Minister of Economy and Finance. Part of the Italian Armed Forces, GdF has in recent years been involved in many file-sharing investigations, most recently against KickAssTorrents.
Operation ‘Last Paradise’ has just concluded with the public prosecutor of the Sardinian capital Cagliari granting an “order of inhibition” which requires the country’s ISPs to cease providing access to the site. Similar orders were previously granted against The Pirate Bay and the now-defunct BTjunkie. “This is another memorable dark day for digital piracy in Italy. After starting with The Pirate Bay in 2008 and the final closing of the doors at BTjunkie in February 2012, the Guardia di Finanza has targeted another super-pirate platform, virtually located in the Philippines and servers scattered around the world,” GdF said in a statement.
“This colossal site of 10 million active torrents receives over 3 million visits daily from all over the world and Italy was the third most popular country of origin for users behind only India and the USA.” GdF adds that by their estimates, KickAssTorrents generates $8.5 million per year from advertising and other revenue.
“This international platform has long been targeted by U.S. authorities as one of the worst sites for the illegal distribution of music,” said Enzo Mazza, chief of FIMI, Italy’s answer to the RIAA. “The intervention of the Italian authorities was very important, especially for the protection of legal music in Italy, which now represents 30% of the market. Platforms such as The Pirate Bay, BTjunkie and KickAssTorrents are run by criminal organizations that make millions from advertising. Responding to the news, Italian lawyer Giovanni Battista Gallus told TorrentFreak that unlike The Pirate Bay blockade, there is no “proper” court order for the current blockade. This also happened with the BTjunkie block earlier, which was handled by the same prosecutor. “In this case the order has been issued only by the public prosecutor, without any judicial intervention,” he said. “I have serious doubts whether this is appropriate under Italian criminal procedure law, and I’m very curious to see the outcome of an appeal against this order.”
The extent of the forthcoming blockade isn’t clear from the information currently being released. However, the GdF statement specifically mentions kickasstorrents.com, a domain the site left behind when it switched to Kat.ph in April 2011.

48 Countries Worldwide Joined Biggest Global Alliance Against Child Sexual Abuse Online

Cyber bullying, online child sexual abuse has became one of the biggest threat and challenge for the society. Several security report are pointing out that the number of cyber bully is increasing every day. There are daily reminders about those risks, whether it's the tragic fate of Amanda Todd, bullied into suicide. To get rid of these burning issues European Union (EU) Commissioner for Home Affairs Cecilia Malmström together with US Attorney General Eric Holder launched a Global Alliance against Child Sexual Abuse Online. In this campaign Forty-eight countries have joined forces to launch the most expansive fight ever against the spread of online child sex abuse. According to current estimates, there are more than one million images of sexually abused and exploited children now online. Every year, that number grows by 50,000 new images, according to the United Nations Office on Drugs and Crime (UNODC). Participants at the launch include Ministers and high-level officials from 27 EU Member States, who are also joined by 21 countries outside the EU (Albania, Australia, Cambodia, Croatia, Georgia, Ghana, Japan, Moldova, Montenegro, New Zealand, Nigeria, Norway, the Philippines, Serbia, Republic of Korea, Switzerland, Thailand, Turkey, Ukraine, United States of America, and Vietnam). The countries of the alliance are committing themselves to a number of policy targets and goals. Thanks to increased international cooperation, the fight against child sexual abuse online will therefore be more effective.
"Behind every child abuse image is an abused child, an exploited and helpless victim. When these images are circulated online, they can live on forever. Our responsibility is to protect children wherever they live and to bring criminals to justice wherever they operate. The only way to achieve this is to team up for more intensive and better coordinated action worldwide", said Commissioner for Home Affairs Cecilia Malmström.
“This international initiative will strengthen our mutual resources to bring more perpetrators to justice, identify more victims of child sexual abuse, and ensure that they receive our help and support,” said Attorney General Holder. “Through this global alliance we can build on the success of previous cross-border police operations that have dismantled international pedophile networks and safeguard more of the world’s children.”

The participants of this campaign put out this list of goals for the new initiative, which has been dubbed the Global Alliance Against Child Sexual Abuse Online, in a press release:-

  • Enhance efforts to identify victims and ensure that they receive the necessary assistance, support and protection;
  • Enhance efforts to investigate cases of child sexual abuse online and to identify and prosecute offenders;
  • Increase children's awareness of online risks, including the self-production of images and "grooming" methods used by paedophiles;
  • Reduce the availability of child abuse material online and the re-victimization of children;
  • Establish dedicated law enforcement units for these crimes in all countries;
  • Make it easier to initiate joint cross-border police investigations;
  • Intensify co-operation with hotline services, where the public can report findings of online child pornography; and
  • Ensure that the Interpol international database of child abuse material grows by 10 percent annually.

Philippine Becomes Haven for Organized Cybercrime (Pornography, Cyber Sex Dens, Online Gambling, CC Fraud and Id theft)

A top Philippine National Police official said the country has become a “haven” for transnational organized crime syndicates involved in cyber pornography, cyber sex dens, illegal online gambling, credit card fraud and identity theft due to weak laws against cyber crimes and the poor technical know-how of law enforcers.
Chief Superintendent Samuel Pagdilao Jr., director of the PNP Criminal Investigation and Detection Group (CIDG), said cyber-crime mafias, mostly foreigners, have established their base of operations in the Philippines. Pagdilao said cyber-crime operators have taken advantage of the PNP’s “organizational and technical incapability” to fight cyber crimes.
While cyber-crime syndicates use sophisticated technology, he rued that “law enforcers in the country are lagging behind in terms of training and equipment.”
Pagdilao asked Congress to prioritize passing the proposed cyber-crime prevention law to address the country’s legal inadequacies. He also asked the PNP to support the organizational and technical capability build-up of the CIDG’s cyber-crime unit. Pagdilao said foreign mafias have been running cyber-sex dens and cyber-pornography operations in the country. He said Korean mafias have been behind illegal online gambling and credit card fraud operations in the country.
Pagdilao said their recent arrest here of a Korean hacker wanted by Interpol revealed that “Korean cyber-crime syndicates are operating almost unhampered” in the country.
