A Man From India Jailed For Posting "Communal & Inflammatory" Post on Facebook (#Censorship) 
Freedom of social media in India has been revoked, as the Indian govt has implemented several policy by which they made the social network completely censored. Though this step has been criticized randomly but the decisions has remain unchanged. And the result is in front of us; when a man from Agra get busted. The incident occurs immediately after he made a posts on social networking site Facebook targeting Prime Minister Manmohan Singh, union Communications Minister Kapil Sibal and Uttar Pradesh's ruling Samajwadi Party (SP) chief Mulayam Singh Yadav. According to police the post which the man from Agra made violated the policy of Indian govt and that's why it is taken as "communal and inflammatory." the man named Sanjay Chowdhary, a resident of the Dayalbagh suburb of Agra, was arrested late Monday and his laptop, sim card and data card impounded.
Police in Agra, about 360 km from here, said the arrest, which some see as an attempt to muzzle freedom of speech and expression on social networking sites, that the arrest was made on "specific information" about certain "communal and inflammatory" posts by Chowdhary. However, officials here admitted that the "case became hypersensitive after some remarks were made on the SP chief".
Senior Superintendent of Police (SSP) Agra, Subhash Chandra Dubey said police had acted "purely on law and order basis" in the matter.
"We are not involved in the political angle of the whole issue, our concern were the inflammatory comments and posts on the Facebook wall of this man and we acted to prevent any communal flare up," Dubey told the media. Some officials, however, said the case was "fast tracked" once cartoons lampooning the three leaders were posted on his Facebook wall.
Soon after his arrest, the inflammatory posts were deleted from his Facebook profile and later his account was deactivated. Chowdhury, a civil engineer and chairman of a public school, was booked under sections 153 A of the Indian Penal Code (IPC) and 66 A of the Information Technology (IT) Act.
"We have arrested him and he is being sent to jail under the due process of law," a police official said.

On the 3rd Worldwide Cyber security Summit, Telecom and IT Minister of India, Kapil Sibal said the Indian Government will invest $200 million in coming 4 years. This high tech plan of Indian govt in now getting executed, as Defence Research and Development Organisation (DRDO) along-with other premier institutes is developing India's own operating system (OS), which is likely to be ready in next three years. One of the key purpose of developing this operating system named "Indian OS" to enhance cyber security and strengthen the cyber and digital fence of India. In September the Prime Minister of India Dr. Manmohan Singh  said the government is working on a robust cyber security structure, and this project of introducing the own and secure OS can be calculated as one of the very major part of that very robust cyber security system. 
Speaking to newsmen on sidelines of NAVCOM-2012', two-day international conference on Navigation and Communication that began here, Saraswat, Scientific Adviser to Defence Minister, said, "We have already started a major programme and are one-and-half-years into that programme. It (Indian OS) is a major effort requiring large number of software engineers working together." In his speech the Director-General of DRDO said "One of the major elements of cyber security is having our own operating system because today we are dependent on all OS systems which are imported whether it is based on Windows, Linux which is likely to be having malicious worms/things and hence it is essential that we have our own OS" 
He also said that 150 engineers were working across the country on creating Indian OS, and added it will take at least three more years for getting the Indian OS ready.

Just a week ago on the sidelines of 3rd Worldwide Cybersecurity Summit, Telecom and IT Minister of India, Kapil Sibal said the Indian Government will invest $200 million in coming 4 years, in order to strengthen their cyber security infrastructure. Now another move has been taken by Indian Govt where India and the United Kingdom have decided to enhance cooperation for reduction of the risk of threats from cyberspace to international security and strengthen bilateral cooperation to tackle cyber crime. At a joint press conference with External Affairs Minister Salman Khurshid, British Foreign Secretary William Hague supported India’s bid for membership in four export control regimes. Britain, Mr. Hague said, also looked “forward to the time when India will have a permanent seat in the UN Security Council.” The two nations also finalized strategies on collaborating on building skills and capacities to tackle threats from cyberspace and to use ICT (information and communication technologies) for the objective of economic and social development. They also held discussions on using existing cooperation between universities and business communities to develop synergy in research and development on cyber issues.
Besides the cyber issues, both sides discussed bilateral, regional and international issues of mutual interest.
Henceforth, India and the UK would conduct their Cyber Dialogue on a bi-annual basis to achieve these objectives, said an official release issued by Indian External Affairs Ministry. 
While talking about India-Bratain cooperation in Cyber Security, we would also like to remind you that in 2011, a Cyber Shield deal Between India & US was made. Also in this year India and Israel have agreed to launch a long-term joint program worth USD 10 million annually to facilitate research on Cyber-Security.

More cyber awareness and more emphasis on cyber security, now a days this line has almost became an agenda for Indian government. Few months ago the Prime Minister of India, Dr. Manmohan Singh himself confirmed that from now on wards India will pay as much attention as possible to make the cyber fence digitally safe and secured. So the govt is working on a robust cyber security structure. That cyber awareness program followed by another deceleration came from Indian ministry. Where the government said that they will invest around USD 200 million in next four years to strengthen their cyber security infrastructure. On sidelines of 3rd Worldwide Cybersecurity Summit, Telecom and IT Minister of India Kapil Sibal said “We have 1.2 billion people and will be largest in terms of population country in the world in years to come. This (cyber crime) affect us perhaps much more than any other country in the world,” 
The Minister added that priority for India at present is to protect its infrastructure like nuclear, aviation, banking infrastructure, among others. “I presume multi-dimensional and multi-sectoral infrastructure will be established in different area. In the Department of Electronics and IT (DEITy) itself we must have investment of USD 200 million in next four years to create necessary infrastructure. We are working on that,” DEITy Secretary J Satyanarayana said.
Sibal said global community must come together to resolve cyber security issues. Citing reports, the Minister said that threats to Cyberspace have increased dramatically in the past years affecting 431 million adult globally or 14 adults victims every second or one million cybercrime victims every day. The Minister said no nation can fight cybercrime or secure its cyberspace in isolation and called for urgent need to work on agreements on international standards. The Minister said that there is need to jointly work on devising standardised and coordinated response strategies along with comprehensive cyber security strategy. “Among this, it very important to build awareness among users for responsive use of cyber space,” he said. The Minister extended India’s support to global community in addressing cyber security challenge.

The Government of India has threatened to block Twitter across the whole country, if the social networking giant doesn't block and remove 28 accounts containing objectionable content within 12 hours. The department of telecommunications (DoT) ordered blocking of the accounts on August 20. The blocked accounts include those maintained by a columnist and a journalist working for a TV channel. Those Twitter accounts are part of a list containing over 300 specific URLs that internet service providers (ISPs) in India have been told to block. The list is dominated by URLs belonging to Facebook and Youtube. Indian government allegedly found 102 URLs on Facebook and 85 URLs on YouTube where communally sensitive content was posted. According to a blogpost at Centre for Internet and Society (CIS) told almost "all of the blocked items have content that are related to communal issues and rioting". The information ministry has issued Twitter with a deadline notice to remove "inflammatory and harmful" material that has allegedly triggered ethnic tensions against northeastern migrants living in southern cities. Thousands of migrant students and workers have fled cities such as Mumbai and Bangalore in fear of retaliation for violence against Muslims in the northeastern state of Assam. Internet posts, phone text messages and fake video clips allegedly spread rumours that Muslims were poised to attack them. "If Twitter fails to respond to our request, we will take appropriate action," senior home ministry official R K Singh was quoted as saying in the press. 
"We have asked the information technology ministry to serve them a notice." Information technology minister Kapil Sibal said he was frustrated at the lack of response from US social networking sites.
Twitter has conveyed that it was facing technical difficulties in blocking certain webpages where morphed and inflammatory images were uploaded but the government made it clear that the social networking site has to withdraw them or face punitive action. "We are not ruling out," an official said when asked whether Twitter was buying time. The government says Google and Facebook have largely cooperated while Twitter has been much slower to respond.
The blocking of Twitter accounts was partial due to technical challenges. The accounts have already been blocked with the help of ISPs and not Twitter. Accessing them from India shows web users a message, saying "This website/URL has been blocked until further notice either pursuant to Court orders or on the Directions issued by the Department of Telecommunications". Also, the block works only if the accounts are accessed using HTTP and not HTTPS protocol.

Earlier in October, 2011 the long awaited 'Aakash' came in front of us and after the countdown in December last year UbiSlate 7, the upgraded version of Aakash finally made available for online booking. After a huge success now  HRD Minister of India Mr. Kapil Sibal has unveiled a new version of the "world's cheapest tablet computer" - widely known as "Aakash 2".  The device, primarily for students, is to be sold for 2,263 rupees ($40; £26). It has a faster processor, longer battery life and more programming capability than an earlier version.
“Unlike other tablet devices, Aakash can also be used to create computer programs, in Python, C, C++ and Scilab,” - said Kapil Sibal, adding that the tablet can be further used for accessing e-governance services. The government has approved the specifications of the upgraded version of the tablets submitted by Datawind, to IIT-Bombay for testing. “The government has approved the specifications,” Datawind CEO Sunit Singh Tuli confirmed. The Aakash 2 sample devices are now being tested, with manufacturing projected to start by July or August. Like its predecessor, the Aakash 2 allows users to watch online tutorials and videos, browse the internet and play games. "It's a fully-fledged computer, not just an access device," said Prof DB Phatak from Bombay IIT. "The applications and the content on Aakash 2 are most important, not just the device." The new version of the Aakash tablet has an 800Mhz processing speed, a three-hour battery life and operates on the latest Android software. It also has an SD card slot, a USB port and works over wi-fi. It does not have 3G capability, however, so users need access to a good internet connection. India & Israel Jointly Started Programme To Research In Cyber-Security
Both India and Israel have agreed to launch a long-term joint programme worth USD 10 million annually to facilitate research and academic activities benefiting them in areas like renewable and sustainable energies, bio-medical sciences and cyber-security. According to the report of economic times- The decision came after Minister of Human Resource Development Kapil Sibal met Israel's Minister of Finance Yuval Steinitz and others here.
Israel's Minister of Education and Chairman of the Council for Higher Education Gideon Sa'ar and Israel's Chairman of the Planning and Budgeting Committee Manuel Trajtenberg were also present at the meeting as part of the 20th anniversary celebrations of full diplomatic relations. The total scope of the programme will reach USD Five Million from each side annually in steady state, over a three year period. The programme will be coordinated by the University Grants Commission (UGC) on the Indian side and the Israel Science Foundation (ISF) on the Israeli side. The particulars of the programme will be finalised in accordance with the decision taken by the joint working group on April 3, 2012 and subject to the required approvals in each country. The first call for proposals is expected to be published in December 2012.

Indian Govt. Asked Social Networks (Facebook, Google, Yahoo & Microsoft) To Screen Contents From India


Indian government has told social networking giants Facebook, Google, Yahoo and Microsoft to remove material that might "offend Indian sensibilities". Top officials from the Indian units of Google, Microsoft, Yahoo and Facebook are meeting with Kapil Sibal, India’s acting telecommunications minister, on Monday afternoon to discuss the issue, say two executives of Internet companies. The executives asked not to be identified because they are not authorized to speak to the media on the issue.
Mr. Sibal’s office confirmed that he would meet with Internet service providers Monday but did not provide more information about the content of the meeting. About six weeks ago, Mr. Sibal called legal representatives from the top Internet service providers and Facebook into his New Delhi office, said one of the executives who was briefed on the meeting. At the meeting, Mr. Sibal showed attendees a Facebook page that maligned the Congress Party’s president, Sonia Gandhi.  “This is unacceptable,” he told attendees, the executive said, and he asked them to find a way to monitor what is posted on their sites.
In the second meeting with the same executives in late November, Mr. Sibal told them that he expected them to use human beings to screen content, not technology, the executive said. The three executives said Mr. Sibal has told these companies that he expects them to set up a proactive prescreening system, with staffers looking for objectionable content and deleting it before it is posted. The executives said representatives from these companies will tell Mr. Sibal at the meeting on Monday that his demand is impossible, given the volume of user-generated content coming from India, and that they cannot be responsible for determining what is and isn’t defamatory or disparaging.
“If there’s a law and there’s a court order, we can follow up on it,” said an executive from one of the companies attending the meeting. But these companies can’t be in the business of deciding what is and isn’t legal to post, he said. 
Yahoo, Facebook and Microsoft did not respond immediately to calls for comment, and a Google spokeswoman said the company had no comment on the issue. Facebook said earlier this year it has more than 25 million users in India. Google has over 100 million Internet users in India. The demand is the Indian government’s latest attempt to monitor and control electronic information. In April, the ministry issued rules demanding Internet service providers delete information posted on Web sites that officials or private citizens deemed disparaging or harassing. 
The Indian government also plans to set up its own unit to monitor information posted on Web sites and social media sites, executives said, which will report to Gulshan Rai, the director general of India’s cyber-security monitor. 
Some Indian cities like Mumbai have already set up special units to monitor Internet sites like Facebook and Orkut, the social networking site operated by Google, for content considered disparaging or obscene.

Worldwide CyberSecurity Summit Will Be Held in New Delhi


The third world wide cyber security summit will be held on New Delhi in the next year. Communications Minister Kapil Sibal and the EastWest Institute (EWI) Tuesday confirmed that the third worldwide cybersecurity summit will be held in New Delhi Oct 30-31, 2012. The summit, which follows summits in Dallas and London, will be India's first major international summit of cybersecurity experts from government, business, technology and civil society from around the world.
Sibal chairs the summit's India committee, which was established to promote strong participation from Indian officials, experts and business leaders.
"India welcomes the decision of the EastWest Institute to bring this powerful forum to New Delhi. Working together with like-minded countries and businesses worldwide, India will work hard to assure that practical advances in cybersecurity are made and international cooperation advanced," the minister said.
Sibal also emphasised upon the need for greater government-to-government collaboration on sharing of information, global vision to deal with hackers, legal framework that addresses the requirements at the global, regional and local levels to combat cyber crimes. 
"Existing international institutions are no match for 21st century problems. The New Delhi summit process offers an unprecedented forum for policy innovation in what may be the greatest threat to the stability of our global digitalized world," said EWI president John Edwin Mroz.
