The Stratfor Hack Was Not The Work Of Anonymous

Yesterday we have covered a story which was saying that U.S. Security Think Tank Stratfor was hacked by Anonymous. Later Anon authority completely denied this hack. In the official press release anon clearly said that Stratfor is an open source intelligence agency, publishing daily reports on data collected from the open internet. Hackers claiming to be Anonymous have distorted this truth in order to further their hidden agenda, and some Anons have taken the bait. They have also confirmed that the hackers - who may be linked to Sabu of LulzSec fame - managed to steal Stratfor's confidential client list and mined over 4,000 credit card numbers, passwords and home addresses.

THE STRATFOR HACK IS NOT THE WORK OF ANONYMOUS


Stratfor is an open source intelligence agency, publishing daily reports on data collected from the open internet. Hackers claiming to be Anonymous have distorted this truth in order to further their hidden agenda, and some Anons have taken the bait.


The leaked client list represents subscribers to a daily publication which is the primary service of Stratfor. Stratfor analysts are widely considered to be extremely unbiased. Anonymous does not attack media sources. In this excerpt from Time, there is a brief description of how Stratfor analysts uncovered a possible US backed coup in Iraq preceding the US invasion.


"In the past month Stratfor has drawn attention to a carefully assembled open-source report that asserted that last month's attack on Iraq wasn't intended just to punish Saddam Hussein for blowing off U.N. weapons inspectors. By sorting through thousands of pieces of publicly available data--from Middle East newspapers to Iraqi-dissident news--Stratfor analysts developed a theory that the attacks were actually designed to mask a failed U.S.-backed coup. In two striking, contrarian intelligence briefs released on the Internet on Jan. 5 and Jan. 6, Stratfor argued that Saddam's lightning restructuring of the Iraqi military, followed by executions of the army's Third Corps commanders, was evidence that the coup had been suppressed. Predictably, U.S. officials said the report was wrong."


Stratfor has been purposefully misrepresented by these so-called Anons and portrayed in false light as a company which engages in activity similar to HBGary. Sabu and his crew are nothing more than opportunistic attention whores who are possibly agent provocateurs. As a media source, Stratfor's work is protected by the freedom of press, a principle which Anonymous values greatly.

U.S. Security Think Tank Stratfor Hacked By Anonymous (#Antisec)

Anonymous claimed that they have stolen thousands of credit card numbers and other personal information belonging to clients of U.S.-based security think tank Stratfor. One hacker said the goal was to pilfer funds from individuals’ accounts to give away as Christmas donations, and some victims confirmed unauthorized transactions linked to their credit cards. Anonymous boasted of stealing Stratfor’s confidential client list, which includes entities ranging from Apple Inc. to the U.S. Air Force to the Miami Police Department, and mining it for more than 4,000 credit card numbers, passwords and home addresses.

Austin, Texas-based Stratfor provides political, economic and military analysis to help clients reduce risk, according to a description on its YouTube page. It charges subscribers for its reports and analysis, delivered through the web, emails and videos.

The company’s main website was down, with a banner saying the “site is currently undergoing maintenance.”

“Not so private and secret anymore?” Anonymous taunted in a message on Twitter, promising that the attack on Stratfor was just the beginning of a Christmas-inspired assault on a long list of targets.

Anonymous said the client list it had already posted was a small slice of the 200 gigabytes worth of plunder it stole from Stratfor and promised more leaks. It said it was able to get the credit card details in part because Stratfor didn’t bother encrypting them — an easy-to-avoid blunder which, if true, would be a major embarrassment for any security-related company.

Fred Burton, Stratfor’s vice president of intelligence, said the company had reported the intrusion to law enforcement and was working with them on the investigation. Stratfor has protections in place meant to prevent such attacks, he said.

In December last year the bail application of Hammond was also been rejected by the the Court. So after several hearings finally the accused of security breach against global intelligence firm Stratfor,  Jeremy Hammond pleaded guilty in a Manhattan court to one count of computer fraud and abuse in response to charges that he hacked into the network of the privacy intelligence firm Stratfor, stealing millions of emails that eventually were given to WikiLeaks and published over the course of 2012. The plea agreement could carry a sentence of as much as 10 years in prison, as well as millions of dollars in restitution payments, though Hammond’s official sentence won’t be handed down until September. Hammond also told Judge Loretta A. Preska of Federal District Court in Manhattan that in 2011 and 2012 he had gained unauthorized access to Stratfor’s computer systems and several other groups, including the Federal Bureau of Investigation’s Virtual Academy, the public safety department in Arizona, and Vanguard Defense Industries, which makes drones. 

"Now that I have pleaded guilty, it is a relief to be able to say that I did work with Anonymous to hack Stratfor, among other websites," Hammond said in a statement on last Tuesday. 

A petition posted to Change.org by Hammond’s brother Jason Hammond asks the judge in Hammond’s case, Loretta Preska, to sentence him to time served, given that he’s already spent 15 months in lockup. “Jeremy did nothing for personal gain and everything in hopes of making the world a better place,” reads Hammond’s brother’s petition. “Jeremy is facing a maximum sentence of ten years, but the minimum is zero. He has been in jail since March 2012 awaiting trial and now sentencing. It’s time for him to come home.”

Anonymous claimed that they have stolen thousands of credit card numbers and other personal information belonging to clients of Stratfor’s confidential client list, which includes entities ranging from Apple Inc. to the U.S. Air Force to the Miami Police Department, and mining it for more than 4,000 credit card numbers, passwords and home addresses. But later in a press release Anonymous dines that attack so its quit difficult to figure out that who was really behind the hack.

But from this Monday Wikileaks has  planned to release over 5 Million emails from Stratfor Global Intelligence, whose website was hacked and emails and customer data stolen in December.

"On Monday February 27th, 2012, WikiLeaks began publishing The Global Intelligence Files, over five million e-mails from the Texas headquartered "global intelligence" company Stratfor. The e-mails date between July 2004 and late December 2011. They reveal the inner workings of a company that fronts as an intelligence publisher, but provides confidential intelligence services to large corporations, such as Bhopal’s Dow Chemical Co., Lockheed Martin, Northrop Grumman, Raytheon and government agencies, including the US Department of Homeland Security, the US Marines and the US Defence Intelligence Agency. The emails show Stratfor’s web of informers, pay-off structure, payment laundering techniques and psychological methods..."

Stratfor- Global Security Firm Return Online After Security Breach

In the X-Mass days of 2011 U.S.-based security think tank Stratfor was hacked. Hacktivist Anonymous claimed that they have stolen thousands of credit card numbers and other personal information belonging to clients. Later they completely denies the phenomena. After the cyber attack Stratfor was down for mroe than 20 days. This Wednesday Texas-based global security consultancy Stratfor said that it was relaunching its online operations. 

George Friedman -- who is the founder, chief intelligence officer and CEO of Stratfor -- disclosed Wednesday that the company had not encrypted personal information before the hacking, which destroyed its servers. "We did not encrypt credit card files," Friedman said in a news release. "This was our failure. As the CEO of Stratfor, I take responsibility. I deeply regret that this occurred and created hardship for our customers and friends."

The company said it would move its entire e-commerce process to a secure third-party system, eliminating the need to store credit card information in-house. Visitors to Stratfor's website were still experiencing problems early Wednesday, with the company blaming heavy traffic in a message to subscribers. 

"We may experience brief service interruptions as we work to handle the high level of interest in the new website. If you have trouble connecting to the new site, please check back again soon," the message said.

Infamous hacker Jeremy Hammond convicted by the Judge for cyber-attacks on government agencies and businesses, including a global intelligence company. This 28 year old Chicago hacker who is also known as "Anarchaos" was arrested by the federal authorities and been charged for the  breach of the security analysis company Stratfor. In December last year the bail application of Hammond was also been rejected by the the U.S. District Judge Loretta Preska. On June this year Hammond pleaded guilty for his sin. In his statement he said "I have pleaded guilty, it is a relief to be able to say that I did work with Anonymous to hack Stratfor, among other websites." 

That guilty plea indeed worked out for him, as that time it was predicated that Hammond  might have to face 30 years in prison, but on Friday Judge Loretta Preska sentenced Hammond to 120 months in federal prison and three years of supervised release for illegally accessing computers systems of law enforcement agencies and government contractors. In an emotional proceeding that lasted more than 2 hours in a Manhattan federal court room on Friday, victims and relatives of Hammond railed against the FBI and shed tears on his behalf following the sentencing. One overwrought person claiming to be a victim was forcibly escorted from the court by officers. But Hammond likely knew the sentence was coming, his lawyer said. "When Jeremy took this plea with a 10-year maximum, I think he understood this was very likely the outcome," said Sarah Kunstler, Hammond's defense attorney outside of court house.

Chief U.S. District Judge Loretta A. Preska said Hammond's digital handiwork had compromised thousands of people's personal and financial data, including the unpublished phone numbers and addresses of law enforcement, who then received threats. Hammond tried unsuccessfully to argue that his actions were politically motivated, she said. Hammond pleaded guilty to a single charge with a 10-year maximum sentence. Still his lawyers are asking to reduce his punishment for a sentence of 20 months.

Hammond has been held without bail since his arrest in March on charges connected with last year's hacking of Strategic Forecasting, or Stratfor, an Austin, Texas-based international intelligence broker, by AntiSec, an offshoot of LulzSec, which is in turn an offshoot of the hacktivist collective Anonymous. Prosecutors say the hack of Austin, Texas-based Strategic Forecasting resulted in the theft of 60,000 credit-card numbers and records for 860,000 clients. The government alleges that he published some of that information online, and used some of the stolen credit card data to run up at least $700,000 in unauthorized charges. He is also accused of giving about five million internal emails to WikiLeaks, which were published under the name The Global Intelligence Files.

More trouble coming towards LulzSec, as the bail appeal of former LulzSec hacker Jeremy Hammond has been denied by the court. Hammond widely known as "Anarchaos" have to face a potential sentence of 30 years to life for alleged hacking crimes is probably enough to get the attention of most 27-year-olds. And that is what U.S. District Judge Loretta Preska told Hammond last week that he could face if he is convicted on all counts. Hammond, much better known in the world of hactivism by various online aliases including "Anarchaos," "sup_g," "burn," "yohoho," "POW," "tylerknowsthis," and "crediblethreat," has been held without bail since his arrest in March on charges connected with last year's hacking of Strategic Forecasting, or Stratfor, an Austin, Texas-based international intelligence broker, by AntiSec, an offshoot of LulzSec, which is in turn an offshoot of the hacktivist collective Anonymous.

The three-count federal indictment, brought in the Southern District of New York, charged him with conspiracy to commit computer hacking, computer hacking and conspiracy to commit access device fraud. More specifically, the government alleges that starting last December, Hammond and others from AntiSec stole information from about 860,000 Stratfor subscribers, including emails, account information, and data from about 60,000 credit cards. The government alleges that he published some of that information online, and used some of the stolen credit card data to run up at least $700,000 in unauthorized charges. He is also accused of giving about five million internal emails to WikiLeaks, which were published under the name The Global Intelligence Files.

Apparently unknown to Hammond, however, was that the then-leader of AntiSec, Hector Xavier Monsegur, a New York hacker known by the alias "Sabu," had been arrested the previous June and agreed to cooperate with the FBI. So, at least some of the Stratfor information Hammond uploaded was to a honey pot server maintained by the FBI. At a hearing last week, Hammond was denied bail, based on Judge Preska's determination that he was both a danger to the community and a flight risk. He had also recently been added to the Terrorist Watch List, said Sue Crabtree, a member of the Jeremy Hammond Solidarity Network and a spectator at his bail hearing. Crabtree said Hammond didn't even have a passport. The bail denial sparked another round of protest from Hammond's supporters. Anonymous published a message on Pastebin demanding that Preska recuse herself for conflict of interest. The group said her husband, Thomas J. Kavaler, was among Stratfor's clients, and therefore one of the alleged victims of the hack. Kavaler is a partner at Cahill Gordon & Reindel LLP in New York City.

"Judge Preska by proxy is a victim of the very crime she intends to judge Jeremy Hammond for," Anonymous wrote in a message posted last Friday. "Judge Preska has failed to disclose the fact that her husband is a client of Stratfor and recuse herself from Jeremy's case, therefore violating multiple Sections of Title 28 of the United States Code."

Beyond that, a writer identified only as "NA" on the website FreeHammond.com, argued that "Hacktivists are not criminals! Jeremy is alleged of a crime that has exposed the corruption and exploitation of the very State prosecuting him," and suggested entrapment by the FBI as well.

Renowned security expert Kevin Mitnick said it is possible that the government is trying to scare Hammond to get him to cooperate. Or, it could be designed to send a message to Anonymous members that what they view as sticking it to the man could yield some very serious consequences. Hammond is scheduled to go to trial sometime next year.

Federal prosecutors said four Irish and British men charged in a crackdown on the international hacking group Anonymous also helped breach the security analysis company Stratfor last year. Among them 27-year old Chicago hacker Jeremy Hammond had been formally charged with the Stratfor breach. Hammond, who is in custody in New York, was formally indicted on Wednesday for the first time, and has yet to be arraigned. His lawyer declined comment. Hammond's arrest was announced on March 6 along with charges against the four suspected "AntiSec" members, Donncha O'Cearrbhail and Darren Martyn of Ireland, and Jake Davis and Ryan Ackroyd of Britain. 

In announcing the charges in March, U.S. authorities revealed that a leading hacker known online as "Sabu" was Hector Xavier Monsegur, and that he was arrested at his small apartment in a Manhattan housing complex last June and had been cooperating with the FBI ever since. U.S. authorities said all six men were top members of LulzSec, an offshoot of the loose-knit cyber-activist group Anonymous.

Wednesday's indictment also charged Hammond, known online as "Anarchaos," "tylerknowsthis" and also "cred­iblethreat," and Davis, known as "Topiary," with a June 2011 hack of the Arizona Department of Public Safety. The four Irish and British defendants are charged with three counts of conspiracy to commit computer hacking, which each carry a 10-year maximum prison term. Hammond is charged with two hacking conspiracy charges and one substantive hacking count. He also faces one count each of aggravated identity theft and conspiracy to access device fraud.

Yet again Wikileaks official website faced denial of service attack. Earlier we have seen two similar attack, first it was in 2011 when  an Anonymous member took responsibility of that Attack on Wikileaks website. That  time the attacker executed a massive Denial of Service while using newly developed tool #refref. In an exlusive report by Corero Network Security said the attack on Wikileaks site was one of the largest DDoS attack ever took place in 2011. Back in May this year, Wikileaks was also taken down by a DDoS attack which also infected controversial file sharing site "The Pirate Bay". As per sources the site has been down for the last five days, during which it has been experiencing a massive Distributed Denial of Service (DDoS) attack. So far it was the longest attack ever happened against Wikileaks. The most notable thing is that according the organisation already claimed a government entity is behind the hit. Many of other unofficial sources are connecting this attack with a recent story, which restarted the WikiLeaks donation. At the time of the attack team VOGH took the following screen shot which clearly showing that Wikileaks.org was indeed inaccessible.

Most WikiLeaks mirrors have been brought offline as well, with some coming back today. Even sites simply related to WikiLeaks have been targeted. These include the WikiLeaks-endorsed website Cabledrum, including its mirror of the WikiLeaks website, and French non-profit FDNN, which hosts a WikiLeaks' donation portal. The latter was attacked shortly after WikiLeaks linked to it as an alternative to donate while the WikiLeaks website is down. WL Central and Justice for Assange were also attacked for a short period of time. According to Zdnet a hacker group calling themselves 'AntiLeaks' is claiming responsibility for the attack, and has issued the following statement:-
"You can call me DietPepsi. I am the leader of AntiLeaks. We are not doing this to call attention to ourselves. We are young adults, citizens of the United States of America and are deeply concerned about the recent developments with Julian Assange and his attempt at aslyum in Ecuador.
Assange is the head of a new breed of terrorist. We are doing this as a protest against his attempt to escape justice into Ecuador. This would be a catalyst for many more like him to rise up in his place. We will not stop and they will not stop us."

The world knows Julian Paul Assange, as the editor-in-chief and founder of WikiLeaks, which publishes submissions of secret information, news leaks and classified media from anonymous news sources and whistleblowers, will now see a different avatar as Mr. Assange have taken the first step toward a Senate run in the Australian state of Victoria as a member of the newly formed WikiLeaks Party. According to sources, Assange's electoral enrollment application was submitted to the Australian Electoral Commission in Melbourne by WikiLeaks supporters, including Assange's father, John Shipton. Mr Shipton said Mr Assange's enrolment was ''a first step'' in a political campaign that would focus on ''the democratic requirement of truthfulness from government''. The party, not yet registered with the Australian Electoral Commission, has an initial 10-member national council comprised of close associates of Mr Assange and pro-WikiLeaks activists. Its constitution highlights the promotion of openness and transparency in government and business. Mr Assange has nominated his mother's home in Mentone, in the federal electorate of Isaacs, as his address for eligible enrolment before his most recent trip overseas in June 2010 -reported a reputed Australian daily. 

According to post of The Age we came to know that --Australian citizens living overseas can enrol to vote as an overseas elector, and consequently run as a Senate candidate if they left Australia within the past three years and intend to return within six years of their date of departure.

Mr Assange has indicated that if elected and unable to return to Australia to take up a seat in the Senate, a WikiLeaks Party nominee would fill the vacancy. Opinion polls last year by UMR Research, the company the Labor Party uses for its internal polling, suggest that Mr Assange could be a competitive Senate candidate in Victoria. 

But the WikiLeaks founder has been living at the Ecuadorian Embassy in London for more than six months — eluding Swedish authorities, who have an outstanding arrest warrant for him in connection to a sexual assault investigation.
Assange spoke of his political ambitions in December, when he said he was interested in running for Senate, adding that "a number of very worthy people admired by the Australian public" had signaled they'd be willing to join him on a party ticket. A representative for the Australian Electoral Commission said the application for electoral enrollment is a private matter between the applicant and the commission, so he would not discuss individual cases.

Sabu Former #LulzSec #Anonymous Leader Was Working As An Informant For FBI (Key Members of LulzSec Arrested)

Several members of the LulzSec and Anonymous hacking groups were arrested this morning by the Federal Bureau of Investigations. It is reported that the arrests were made possible after turning the group’s "senior leader", Hector Xavier Monsegur aka "Sabu", 28, who is believed to be a cooperative witness after the FBI turned him last June. Monsegur pled guilty to several charges of computer hacking conspiracy, for which he could receive a maximum of 124 years behind bars. Those arrested today included a member of the AntiSec hacking group who is believed responsible for the massive intrusion at security think tank Stratfor last December.
A law enforcement official in New York confirmed the arrests and said that six hackers belonging to the Anonymous, LulzSec and Antisec groups were nabbed in U.S. and overseas locations. The official described those arrested as "principal members" of Anonymous and LulzSec. The five hackers are identified in the report as Ryan Ackroyd, aka "Kayla" and Jake Davis, aka "Topiary" from London, two residents of Ireland, Darren Martyn, aka "pwnsauce" and Donncha O'Cearrbhail, aka "palladium", and Jeremy Hammond aka "Anarchaos," from Chicago, USA. According to the FBI press release, all but Davis face charges of computer hacking conspiracy and various other charges. Each carries a maximum 10 year prison sentence.

According to Anonymous Twitter feed: "We are Legion. We do not have a leader nor will we ever. LulzSec was a group, but Anonymous is a movement. Groups come and go, ideas remain"
It is unclear what to expect from Anonymous in reaction to the arrests. The hacking group is known for revenge cyber attacks. After 25 Anonymous members were arrested on February 29, the group downed Interpol’s main website. The same thing happened when the CIA website became a victim of Anonymous. The group also downed several large music industry, Department of Justice, FBI and many other federal authorities websites in response to the shutting down of Megaupload and the arrest of its founder Kim Dotcom. 

News of Sabu's arrest prompted several tweets from Anonymous this morning, including one that threatened retaliation. "The way Sabu & gang took control of Anonops.. anonops gonna retaliate," the tweet said.

The government are trying their best to dominate WikiLeaks founder Julian Assange, while blocking public search containing WikiLeaks, blocking banking donations, keeping him in under house arrest. But its is a undeniable that the enthusiasm and the will power of Assange can never be ruled or dominated. Again the above fact came into light when Julian Assange announced in a defiant speech from the balcony of Ecuadorian embassy here as his supporters shouted, and sang Christmas carols. In his speech Assange said that WikiLeaks have planned to release over one million new secret documents that would affect "every country in the world" 

It was his second ``balcony’’ address since he sought refuge there six months ago to avoid extradition to Sweden over allegations of sexual assault. And he made clear he had no intention of leaving the cramped mission which he described as ``my home, my office and my refuge’’ until ``this immoral investigation continues’’.

Referring to the impasse over his extradition, Mr Assange said that as long as long as the American government sought to prosecute him and his native country, Australia, refused to defend his journalism, he would remain in the embassy. But, he said, he was open to negotiations. "However, the door is open, and the door has always been open, for anyone who wishes to use standard procedures to speak to me or guarantee my safe passage," he said.

Mr Assange has been given asylum by Ecuador but is prevented by the British Government from leaving the country arguing that it is under a legal obligation to extradite him to Sweden. He will be arrested the minute he steps out of the embassy. Police say he broke his bail conditions when he sought refuge in the Ecuadorian embassy without informing them. Mr Assange claims the case against him is politically motivated and fears that Sweden would hand him over to Americans who have threatened to prosecute him for publishing confidential diplomatic cables.

The WikiLeaks website said on Thursday it had begun publishing more than 2.5 million e-mails from Syrian politicians, government ministries and companies dating back to 2006. This leak named "The Syria Files" which contain 2.5 million emails from 680 Syria-related entities and domain names “including those of the Ministries of Presidential Affairs, Foreign Affairs, Finance, Information, Transport and Culture.” According to WikiLeaks, the file dump will be “embarrassing to Syria, but it is also embarrassing to Syria’s opponents.” The Syria Files come mere days after Human Rights Watch revealed that the Syrian government was operating at least 27 torture chambers around the country and using 20 torture techniques against Syrian dissidents.
WikiLeaks founder Julian Assange said “The material is embarrassing to Syria, but it is also embarrassing to Syria’s opponents. It helps us not merely to criticise one group or another, but to understand their interests, actions and thoughts. It is only through understanding this conflict that we can hope to resolve it.” WikiLeaks said the emails, which it has called "The Syria Files", would shine a light on the inner workings of the Syrian government and economy, and "also reveal how the West and Western companies say one thing and do another".

"The database comprises 2,434,899 emails from the 680 domains. There are 678,752 different email addresses that have sent emails and 1,082,447 different recipients. There are a number of different languages in the set, including around 400,000 emails in Arabic and 68,000 emails in Russian. The data is more than eight times the size of ’Cablegate’ in terms of number of documents, and more than 100 times the size in terms of data. Around 42,000 emails were infected with viruses or trojans. To solve these complexities, WikiLeaks built a general-purpose, multi-language political data-mining system which can handle massive data sets like those represented by the Syria Files..."

In short the more you know about the odious Trans-Pacific Partnership, the less you’ll like it. It’s made for corporate intellectual property and profits. Significantly, the released text includes the negotiation positions and disagreements between all 12 prospective member states."

In a CNN report it has been come to light that Julian Assange plans to debut a talk show, "The World Tomorrow," on Russia's state-funded television network next week. Assange and RT, an English-language international satellite news channel, would not release the guest lineup in advance, but hinted that the first interview would be controversial. WikiLeaks has asked followers on Twitter if they can guess the show's first guest. "Any bets on who The World Tomorrow's first mystery guest(s) are?" it tweeted.
"You've been waiting and we've been teasing," said RT's website of the show, which will also be released online. The talk show set for launch Tuesday is creating a stir in global media circles. Commentators outside Russia have questioned the apparent link the show creates between Assange and the Kremlin, given RT's government-funded status.
It is unclear how or from where Assange, who is under house arrest in the United Kingdom while fighting extradition to Sweden, will present the show. Assange, in the online trailer, says that the experience of interviewing guests -- described by RT as opinion formers, some of them dissidents -- while under house arrest brings a different dimension to the process. "RT is rallying a global audience of open-minded people who question what they see in mainstream media and we are proud to premiere Julian Assange's new project," Editor-in-Chief Margarita Simonyan said in a statement on the television network's website.
"We provided Julian a platform to reach the world and gave him total editorial freedom. He is absolutely the right person to bring alternative opinions to our viewers around the globe." "The World Tomorrow" will be broadcast [simultaneously] on three RT channels, in English, Arabic and Spanish.
The WikiLeaks website for "The World Tomorrow" said Friday there would be 12 shows in total, each featuring a 26-minute edited interview. "RT is the first broadcast licensee of the show, but has not been involved in the production process. All editorial decisions have been made by Julian Assange," the website said. 

Last two big bang from Wikileaks was Spy Files where he said that Govt is using Malware For Surveillance.  Spy Files—includes confidential brochures and slide presentations that companies use to market intrusive surveillance tools to governments and law enforcement agencies. WikiLeaks Releases 'Detainee Policies' The Dark History of U.S. Post-9/11 Military Prisoners 

The WikiLeaks website began publishing the 'Detainee Policies' on Thursday what it said more than 100 classified or otherwise restricted files from the United States Department of Defense covering the rules and procedures for detainees in U.S. military custody. “The Detainee Policies,” a collection of more than a hundred once-secret files outlining America’s military detainee practices from Guantanamo to Iraq since 2002. WikiLeaks says it plans to release the files in chronological order to paint a picture of the evolution of America’s military detainee practices since September 11th in prisons from Guantanamo to Iraq to Europe. Unlike other recent releases, with the Detainee Policies WikiLeaks seems to be focusing on history more than news: Its first release is the 2002 Guantanamo Camp Delta standard operating procedure manual, a kind of prequel to the 2003 and 2004 manuals from camp it’s already published in past years. Other documents in the collection, WikiLeaks says, will show American attempts to “disappear” detainees by delaying the process of entering them into the detainment system’s records, or detail psychological torture methods. According to WikiLeaks official site - "Over the next month, WikiLeaks will release in chronological order the United States’ military detention policies followed for more than a decade. The documents include the Standard Operating Procedures (SOPs) of detention camps in Iraq and Cuba, interrogation manuals and Fragmentary Orders (FRAGOs) of changes to detainee policies and procedures. A number of the ’Detainee Policies’ relate to Camp Bucca in Iraq, but there are also Department of Defense-wide policies and documents relating to Abu Ghraib, Guantanamo Bay and European U.S. Army Prison facilities." 

According to the press release of WikiLeaks :-  The previously unpublished 2002 manual went on to shape successive years in the Guantanamo Bay prison complex and other U.S. military prisons around the world, such as Abu Ghraib. "This document is of significant historical importance. Guantanamo Bay has become the symbol for systematised human rights abuse in the West with good reason," said WikiLeaks founder Julian Assange. "But how is it that WikiLeaks has now published three years of Guantanamo Bay operating procedures, but the rest of the world’s press combined has published none?"

In relation to Iraq, the release includes Operation Orders (OPORD) regarding policies for screening and interrogating detainees. The documents also include routine instructions relating to staffing, scheduling of legal visitation, procedures for administering medical treatment, how medical records and daily staff journals are to be kept, cigarette rationing and what items are "authorised for detainee possession".

A number of what can only be described as ’policies of unaccountability’ will also be released. One such document is the 2005 document ’Policy on Assigning Detainee Internment Serial Numbers’. This document is concerned with discreetly ’disappearing’ detainees into the custody of other U.S. government agencies while keeping their names out of U.S. military central records – by systematically holding off from assigning a prisoner record number (ISN). Even references to this document are classified "SECRET//NOFORN". Detainees may be disposed of in this manner without leaving a significant paper trail.

Another formal policy of unaccountability is a 2008 Fragmentary Order that minimises the record-keeping surrounding interrogations. Following revelations of torture tapes and pictures from Abu Ghraib and the political scandal over the destruction of Central Intelligence Agency interrogation tapes, the FRAGO eliminates "the requirement to record interrogation sessions at Theatre Internment Facilities". Although the FRAGO goes on to state that interrogations that take place at Division Internment Facilities and Brigade Internment Facilities must be recorded, it then states that these should be "purged within 30 days". This policy was subsequently reversed by the new Obama administration.

WikiLeaks founder Julian Assange said: "The ’Detainee Policies’ show the anatomy of the beast that is post-9/11 detention, the carving out of a dark space where law and rights do not apply, where persons can be detained without a trace at the convenience of the U.S. Department of Defense. It shows the excesses of the early days of war against an unknown ’enemy’ and how these policies matured and evolved, ultimately deriving into the permanent state of exception that the United States now finds itself in, a decade later."

A number of documents relate to the policies surrounding the interrogation of detainees (2004, 2005, 2008). Direct physical violence is prohibited, in writing, but a formal policy of terrorising detainees during interrogations, combined with a policy of destroying interrogation recordings, has led to abuse and impunity. We learn of policies that apply to international forces: a 13-page interrogation policy document from 2005 relates to all personnel in the Multi-National Force–Iraq (MNF–I). It details "approved" "interrogation approaches". The documents detail the promotion of exploitative techniques such as the "Emotional Love Approach: Playing on the love a detained person has for family, homeland or comrades". In the "Fear Up (Harsh)" approach, by contrast, "the interrogator behaves in an overpowering manner with a loud and threatening voice in order to convince the source he does indeed have something to fear; that he has no option but to co-operate".

The ’Detainee Policies’ provide a more complete understanding of the instructions given to captors as well as the ’rights’ afforded to detainees. We call upon lawyers, NGOs, human rights activists and the public to mine the ’Detainee Policies’ and investigate important issues such as the denial of access to the ICRC (International Committee of the Red Cross) to detainee facilities, as well as to research and compare the different generations of SOPs and FRAGOs to help us better understand the evolution in these policies and why they have occurred.
